Behind closed doors, in a lab hidden in the depths of the Capitol, are a set of scientists out to design the most effective prosthetic limbs, steroids, and prescription drugs as well as understand the true limits of the human body. They claim their activities are done for the sole reason of wanting to provide only the best care for the beloved Victors, when really there is a sadistic glee in their work that is swallowed down each time an inspection comes around.
The subjects of their experiments? Avoxes of course. No one would volunteer for such a thing, and as no one pays attention to the death of an avox they make the perfect test subjects. Due to the brutality of their experiments, they have simply numbered the avoxes. The numbers are completely random, but are given simply for the appearance of organization. The only number in the string of 6 that holds any meaning is the first digit. Any of the numbers after it are there simply to differentiate from the rest of the avoxes used for those sets of tests.

When he was younger, he used to be a troublemaker and climb anything he could get a grip on. At the age of sixteen he attempted to climb the justice building in his home District and was shot by Peacekeepers, causing him to fall. Due to his wounds, one of his arms had to be amputated - and they performed the tongue removal at the same time - leaving him with a stump halfway down his upper arm. Now an avox, and mostly useless for serving, the scientists snatched him up in an instant. As they decided to test certain weapons on his flesh, they eventually had to replace other parts of his body. It wasn't long before she was snatched up by one of those metal tanks, and shipped off to the Capitol. She was stripped of everything, they wanted what was in her brain. Her only statement was "I forgot". Her nobility shattered her fragile heart, and turned her life into a living hell. They cut out her tongue, and shipped her off to a group of scientists.
