Fighting- and Mutt-related Clarifications

A few clarifications about the mutts these games:

- if Donn Cualigne's fire goes out it's out for the fight.
- Banshees don't appear until after something dies. This means they cannot be attacked until something in the thread dies. Likewise, they will not make any attacks until something in the thread dies.
- if there are 3+ tributes and only one possible target in a mandate, they may all attack that target (i.e. the rule specifying 2 attacks per target per round are invalid
