"Citizens of the Capitol," began President Snow. The crowd below him drew silent as his voice carried over the lavishly-decorated ballroom in his mansion. Tables of pastries lined the walls, and fresh flowers wove through the bannisters up the staircase to where he was standing. In decor and delicacies, it was already shaping up to be one of his better parties.
"Honored guests," he continued, voice lingering on the qualifier for long enough to call it into question. While some of the invitees from the districts were worthy of the cursory pleasantry, others had been unending trouble from the moment they stepped into the public eye. Still, the publicity ramifications of an untimely death — at his own mansion, no less — made it too troublesome to act on impulse.
He cleared his throat and his mind of the thoughts. "I welcome each of you to my home to end the celebration in style. Please enjoy the refreshments and the entertainment."
The president supposed he should thank everyone for coming, the victors and the mayors for making the long journey to the Capitol (as if it were a burden to spend time away from the shambles and dumps they called home), to express hope that they'd enjoyed themselves, to wish everyone a good time. But he suspected his guests were no more in the mood to listen to him speak than he was to put on good etiquette and grovel. Of course they'd enjoyed themselves so far, and of course they would be enchanted by his party this evening. Anything less would practically be treason.
"Let us begin the end!" he announced, clapping his hands together. White rose petals began to shower the ballroom, suggesting Snow.
