Nine has flourished under Shiv's touch, there's no two ways about it. Gun crimes are down; not eradicated, frustratingly, but down. Truancy rates are down. Healthcare access had been going up. She took the reins of the district from her sister, and slowly but surely, the district had seen an improvement in their day to day lives.
The light at the end of the tunnel had barreled them headfirst towards plague though.
There was no was to see it coming, not unless she risked her districts safety by getting involved with the rumored goings ons in thirteen. It doesn't matter though; the end result is still the same. Shiv spends long nights alone in her her office, sips her sherry and rubs at her eyes while taking calls from Fenwick about the districts profit margins.

That's why Shiv is here tonight, one of many annual Adroxis holiday parties. Ratmas looms on the horizon and Shiv's shoulders feel heavy under the weight of the season. Nine's losses had been fewer than many, most even; her own former Warri refineries was able to start churning out the necessary equipment to run tests and administer medications. She'd gotten on the phone with officials from Six over and over until they agreed to send over blueprints and instructions for what Nine would need to do to help its citizens. It's not enough though, and there will be serious consequences here in their home if Shiv doesn't restructure the infrastructure of the district.
It's a quieter party than usual, given the circumstances of the year, but she's made the rounds with the few people here she needs to check in with socially before getting to business. She wonders, often, what people see when they look at her. Open arms, open face, open smile, of all the things she had witnessed in her tenure as mayor, all the things she had loved and created and poured her soul into, how much of it was possible to see?
"Mourn," Shiv says familiarly, voice warm. "I appreciate the invitation tonight." She takes a sip from her flute, lets the cool taste of liquid gold sit on her tongue before swallowing the champagne. "Pray tell, where is our young Victor tonight? I didn't see Storm when I came in."
