Pen Waters is tall, with skin like glistening marble. Her hair is the most brilliant shade of auburn. She is well toned and this serves her well in her field of work. She is a fisher, finding the priceless perals hidden in the oysters that are hiding in the murkey depths. She constantly wears a pink and black plaid bikini. Scant as it is, it has a special property which creates a bubble of warmth around the wearer.

Pen Waters is a very outspoken person and has trained many teens in the art of battle so that they may survive the reaping. She is very flirty and attracts the eye of almost every guy she passes, she has an almost magical aura. She is naive and oftentimes more trusting than is good for her.

Her parents were Leoni and Pantla Clearwaters. They were killed many years ago when a mysterious plague ripped through District 4. She stayed in the District, where she was brought in by the Rappier family. She was skilled in the art of battle by her father when he was still alive, and she had sworn to him that she would help anyone in need learn how to defend themselves. Her mother taught her how to get oysters open with nothing but her bare hands when she was just 4 years old.

Pen Waters is very loyal. Once she committs to a cause, she throws herself into it. She is an asset to her community and will willingly give up her life to save another.
