He has no reason to follow the Avox around but Aiden does because he wants to (and also because he can).
For what it's worth he didn't do it on purpose, the following; it started as an accident, coincidence taking both Aiden and the Avox along the same path, with Aiden only a few steps behind. Once he's noticed it though, the whole thing becomes a different story: Aiden makes conscious turns after the pretty-looking boy, slowing when he slows and speeding up when he quickens his pace.
He doesn't think the Avox notices him but he takes care to duck briefly into stores if he thinks the Avox is about to turn around; on one occasion he stalls (hides) behind a large lady dressed in various, glittery leaves sewn together to create a delicate cover for whatever part needs covering.
(It's pretty; too bad he knows the outfit was made only for women.)
Aiden recognizes the road they are walking together (by proxy) upon; leading straight onto Style Street, the path will take them right by a few of those gorgeous shops that Aiden has always longed to get something from. And he knows they have almost everything there - from cakes to flowers to clothes and house decorations that even President Snow might hesitate to buy, expensive as they are. (But people buy them anyway, because they want to - because they can, and that's Aiden's dream.)
The Avox eventually turns into the cake shop and Aiden sees him at the counter with the cashier. Lingering outside, Aiden decides not to enter, instead keeping an eye on the door. I want to talk to him. Or talk at him, as the case usually is with Avoxes (not that Aiden would know but he does, doesn't he?). Either way, when the Avox finally steps out, Aiden turns and walks right into him.
