History::

-- Parents are both high-ranking officials in the Capitol

-- Never really saw his parents as a kid because they were often working, and he had several nannies and caregivers
-- Began getting into trouble as a child, led to a life of minor crime in his teenage years
-- Never did well in school
-- Was nearly caught stealing from several expensive stores along with vandalizing several homes
-- In order to keep him out of jail/ becoming an avox/ruining their family's reputation if it were to be found out that he was the problem, his parents sent him into hiding with a new name (Cobalt) into one of the Districts, believing not only that it would be better for him, but that they would no longer have to deal with his trouble.
