Being exceptional wasn't often associated with Frances "Frannie" Moreau of District Four. There would always be girls who were taller or prettier or more talented then her, but Frances considered that lucky. Most of those girls were sent off into the games to become disfigured in their deaths. If one had to be ordinary, then that ordinariness was better suited for the salty air of Panem's coast. Frances didn't need the glory of beauty to be happy, she was content with being alive and whole in District Four.
That's not to say that the plain teenager was ugly, of course. She had long legs and an average build. Her arms and legs were toned from the little training she had to do because of her residency in a career district. It wasn't like the girl was toting rolls of fat or unsightly scars around for everyone to see. No, she was simply another average, maybe even pretty, girl.
Every morning, her routine would consist of brushing her long brown hair, pulling it out of her face, then putting on something that made her feel pretty. She didn't focus on her looks all day, in fact, she didn't care either way. Looks weren't all that important. Perhaps a guy would look into her dark brown eyes and whisper some bullcrap about them being 'mysterious' or 'enchanting', but they used those lines on every girl, didn't they?
If you just scrubbed Frances down to the basics, you would find a simple, heart shaped face; dark, almond eyes; thicker lips; and a skinny nose. Her height is an average 5'6" and her weight varies between 115 and 120. Healthy: not overly thin, not obviously obese. You would never hear Frances describing herself - she knows she isn't the prettiest of girls, and she knows she doesn't look like a troll in a car accident. That's good enough for a 15 year old girl, right? Right.
Personality: To the majority of the world, Frances comes off as standoffish and vain, a real weirdo in some ways. She doesn't talk that much, and when she does, whatever she says tends to come out as rude or inconsiderate. And that really sucks, too, because Frances doesn't (usually) intend to hurt people, she is just awkward and a bit naive. The way she thinks just doesn't line up with the ways her peers think. She has never had much interest in the games, and she doesn't have much interest in mindless chatter used to pass the time. Frances kind of lives in her own little world half the time. Maybe she is rude because of this, but frankly, she just finds her own adventures and her own stories to be more interesting than the Capitol's.
If a person, maybe a family member or a friend, was to dive a little deeper into Frances' shell, they would find a somewhat sweet, yet interesting girl. She has a way of painting pictures through words, and likes to re-imagine the world around her. Life is too boring to lead you, you have to take its reigns and create it yourself. If you're going to try to conform to the established principles of this world, and especially if you're going to try to convince Frances to conform as well, then you probably won't get much more than the time of day from her. This sucks if you want an easy-going friend, but those who can handle the differences of other people would find somebody loyal within Frances. She doesn't tend to betray people, and she doesn't tend to gossip either.
When it comes to boys, Frances can be a bit of an unaware flirt. She likes to mess with people, and she likes to nitpick at boys flaws and tease them until they're red in the face. This is particularly amusing because of her birthplace within a career district - many of her peers are consumed by their chances at winning the games. Frances likes to bring them down a notch. This plan usually backfires, however. Boys like to be messed with by a pretty girl - its only the unusually egotistical ones that will become offended. This tendency has gotten Frances into hot water a few times, but she has never been in any sort of relationship. Relationships can wait, adventures cannot.
Aside from that, Frances is relatively smart. She has decent grades, but not stellar, she can usually connect the dots about the world and its going-ons, and she is notoriously bad at understanding people and their actions. Frances isn't a very obvious person - you have to crack the shell to get to the sweet stuff, and Frances can be a difficult shell to crack. It all depends on who you are and how you approach her. All in all, the last term that someone would use to describe Frances is "unpredictable".
History: Frances grew up as the only child of her father. Her mother had left the family only a few months after Frances was born, leaving her dad to try to raise her on his own. He had a few girlfriends here and there, but no woman had ever raised up to the challenge of being a mother figure for Frances. As a result, the young girl never learned what it was like to relate emotionally. She was always a very functional person, as her dad was functional in his method of childcare. Do what needed to be done as quickly as possible without spending tons of time idling about.
Because the family of two lived in District Four, they had limited resources for income. Frances dad took up fishing and never looked back, and like all areas of his life, he focused on functionality, not pizz-zazz or idle work. When Frances was 7, her father took her out to the ocean and taught her how to use a trident. As a result, she can catch extra food for their small family. They always had enough to put on the table, but never anything beyond that. Excess was a foreign concept for the pair, use what you will and give away the rest.
During the brief moments spent away from the ocean or school, Frances and her father would often read out loud to each other. They loved stories, and they loved imagination. They didn't need loads of money to be happy, as long as they had each other and their books. A good story would win over an extra snack or a new outfit any day.
As Frances grew older, she became more consumed by her work, and less interested in other people. She had a few friends here and there, but for the most part she preferred the company of epic tales, her father, and fish. Nowadays, you can usually find her at the beach with a trident in hand, or wandering around the nooks and crannies of her district with a secret smile and a story. Frances is just Frances, that's all you can say.
