The Capitol's punishments are harsh. Death or pain. The Black Flames' (new) purpose is to stop that. To help.
We could help people escape unharmed. We could help people who are about to be killed or whipped. We can cure those who have already been struck by the Capitol's cruel hand.
We are not trying to destroy the Capitol. That will be done by other gangs. We are simply trying to make those gangs stronger. We help people escape, one person at a time. And one by one, they will wander until they find a place where they belong. And that place could be in a gang.
Justice. That's just what people need to see. Real justice. Let's provide it. We can fight for what's right. We'll risk our own lives to help others.
But I can't do this alone. I need help.
