Appearance: Vector used to take good care of himself, a physical asset in addition to a mental mastermind. The years have not been kind, and with age came a larger waist-line. Uncountable amounts of pork-pies and battered shrimp have come back to bite him, and his stockier build proves this. His skin is dark and flecked with freckles. His eyes are a tiring brown, finished with wrinkles at the edges and sags underneath. His hair was once jet black, but now has turned a cobblestone gray, dry-brushed over a receding hairline. His mustache is properly attended to and kept in the same style as it has been for many a decade. It too has tinged gray over the years.
Vector conducts himself rather well. When you come to your later years keeping up appearances can be hard, but he does his best. As Mayor he has to wear an array of suits, depending on where he's going and what he's attending that day. If he is set to travel to the Capitol, Vector will tend to wear more loudly colored suits with multiple ties and make-up, but when situated in District Three he will maintain a more tame get-up of gray suit and tie. In the time when he doesn't work, which is not often, he can be found wearing warm jumpers that only make him seem more plump
Personality: In Panem, size is an indication of wealth and importance, which is a fair assumption to make when you look at the mayor of District Three. There is no doubt in anyone's mind that Vector Concat is important. His initiation into the role was a landslide, replacing his lifelong rival as the new mayor in a humiliating vote. Nonetheless, Vector himself does not flaunt his new power as much as he uses it as an opportunity. He is good man, maybe even a great man. His morals are seen by the public as clean and right, with their best interests at heart. He hopes he can bring success to District Three, but he dislikes being made out as a messiah sent to clean up the mess that the previous mayor left behind.
Vector is generally a friendly man. He works on a two-way basis. If you're nice to him, he'll be nice to you. His taste in humor is dry, which can make him either lovable or annoying, depending on who you are. He is in no way malicious or corrupt, but he is an ardent supporter of the Capitol and its rules. Whilst he hates injustice and seeks to rid his District of corruption and plague, he is also blind to the truth. The Hunger Games are something that never phased him, never seemed wrong or unfair - they were just law, and law is fact to Vector Concat.
Vector enjoys spending time with his wife and five children, as well as staying night at the office. He loves his work and never seems to tire from paperwork. People called him a machine, but he was just too loving and funny to be a typical District Three robot, even with a work rate like his. Perhaps this is why he was made mayor. Perhaps President Snow liked his work ethic, or his nice-guy persona... Or maybe he just liked his blind loyalty.
History: They called him the mind of a generation. Perhaps in District Three the word 'Genius' is thrown around a lot, but Vector was something else. He was always top of his class, taking a particular interest in science. As a young boy, Vector wanted to go to space like the mythical men of the old age who traveled to the moon in wonderful machines. He became quickly fascinated with the stars and planets that he could see through his father's old telescope.
At District Three's school of Physics and Exploration, he was able to see his beloved stars and planets in even more detail. Taken on a scholar, Vector became a master of more than just astronomy. He showed successes in Mechanics, Decision Mathematics and Engineering. He graduated with honors at the age of seventeen, going on to take an apprenticeship in one of District Three's most successful hardware factories. Vector loved working under the best minds in his District and dreamed of being in their position in years to come.
Vector stuck with his factory for five years, taking the decision to try a new challenge once he hit twenty two years of age. Vector ran his own business for a while, from which he enjoyed some success. In time, he learned from his petty mistakes and became better and organizing a workforce, an area that he struggled with massively. By twenty five he had returned to the School of Physics and Exploration as a professor, teaching new, bright minds and helping them to become great like he had. He stayed put at the college for ten years, teaching various sides of Physics. By the age of thirty seven he was married to Lin Noel, a bright woman who also worked at the college.
Having taken some well-earned time off work, Lin and Vector had five children together and started a family in a large house on the edges of the District. Shortly after the birth of their most recent child, Vector was contacted by President Snow himself, asking to meet in the Capitol. By this time, Vector was fifty four, aging and having marital problems. He accepted the position of Mayor, but his marriage took a split because of his new commitment. Lin and Vector agreed that it would be better for the kids this way. Vector still gets to see them, but not as often as he'd like.narrating
