4th Mandate in the Winding River

After the first round of the 4th mandate in the Winding River, the trees lining the river’s shore will shudder. The leaves part to reveal a crown-crested Harpy, her massive talons clutching the trunk. If there are any male-identifying tributes present, the Harpy screams, “bow to me! BOW! TO! ME!”
