FABIAN PERCH
It had been years - decades, nearly - since Fabian had been Mayor of District Four. But even though his wife had ascended him and the district mostly moved on from his gentle parenting, Fabian could not leave his citizens alone. He still felt beholden to them as a father does to his children. And there were few fathers like Fabian left in Panem.
So though it was the dead of winter and the surf threatened anyone who walked near the water, Fabian strolled the peer in the late afternoon, looking for scragglers as the tide swept in. There were a few street urchins he sent along to a shelter. Two fishermen who would not heed his warning.
And one tall, strong lad who certainly had potential.
He didn't size every teenager in the district up as he once had. In fact they'd had uncommonly good luck and a surplus of skill since Leon Krigel: Annie and Beck, Nixie and Talon. He wanted for nothing.
And yet.
"You ought to be thinking about getting home," Fabian said kindly. "It's Costello, right?" He held out his hand.
