You're Being Hunted (sixth tribute at the cornucopia)

The sixth tribute to post in the Cornucopia following the Bloodbath will find an inactive bear trap, which can be added to their inventory and will serve as a singular free use of the trapping station — if the tribute does not already have this station.

Even if that is the case, the item can still be set and placed in the hopes of impairing a rival tribute.
