Crowned With Snow (first tribute to kill two others)

The first tribute to kill two people, and afterward affecting whoever has the most kills at any given time, will watch as a cloud appears overhead and begins to lightly snow above them. An ice crown will crystalize, hovering just above their scalp and glistening in the light, and it will remain there until another tribute takes the record from them.
