Packing our Bags (all Untouchables)

Jason Black turned to face the Untouchables.
"Good evening, fellow Untouchables. Today we are going to discuss our current position in District 1, and do a roll call."
"As you know, with the rise of the Fringe and the resistance of the Prestige, missions have been calling left and right. Therefore, I ask that all Untouchables still present, please stand and say so."
Jason walked to his desk and picked up a document. "Now, I have a new proposal to make to the Untouchables. Though many of us refuse to admit it, District 1 is being torn apart. With our battles with the Fringe, the Prestige, and the Peacekeepers, the district is being battered and it's rescourses dried up."
"Yes, District 1 will always be large and bustling. But it is of no use to us, I'm afraid. Therefore, I propose we move to another district, to continue our reign of crime elsewhere."
Jason knew the next part of the process will be difficult. To convince the Untouchables to pack their bags and move is never an easy task.
"It pains me to do this, but to force you to consider this..." Jason took a deep breath. "Next week I am leaving to District 2 to start a new branch of the Untouchables. Those who wish to join me may come. Those who abstain will stay here. Thank you."
