Short answer: yes.

Long answer: As long as the person is a celebrity (actor/actress, singer, youtube star, model, etc) and their images are for the public, you can use anyone. Just be sure that they have not already been claimed by someone else. You can check here. If you find an image but you don't know the person's name, it's safer to just find another person.
