escort/stylist question

I know that right now, stylists and escorts are npcs.  But if a few players wanted to create capitolite characters who work as hunger games stylists or escorts, could they?  Could these characters interact with the tributes (at least from the district the character is associated with) before the games and during the games work icly to convince other capitolites to sponsor their tributes?
