I am.. a bit frustrated.
What is a Wanderer exactly?
I know that they are basically on their own and they travel between districts, but I have a few questions regarding them.

Are they born in the wilderness or in districts? Have they previously ran away in the past from different districts? What are the Wanderer restrictions? Is there anything people should know about Wanderers?

Yeah..
I'm kind of frustrated.

Wanderers are those who have managed to escape the Districts (or the Capitol) they are runaways. As travel between the districts is not allowed, they live in the wilderness either in groups or by themselves. They face many hardships as it is basically uncivilized outside of the Districts/Capitol (as far as they know (; )

Of course it is possible for a wanderer couple to have a child who would be born in the wilderness, it's all circumstantial.
