I think it's better written than said. James is pretty fat for a Peacekeeper in Panem, but he's cool with that. He is just a bit obese, but that was because he overeats, just like his father. He has brown eyes and a matching height of 5.5 feet to match his father and all other peacekeepers in Panem. Like most peacekeepers, he's tough on crime, violence, and war, as he was for the past 25 years when the Dark Days arose.
He always wears the peacekeeping uniform of Panem when he is working, and feels extremely powerful about it, as he does his job with skill, pride, and always flashes a friendly yet evil smile in the face of rebels, loyalists, and even President Snow. Or Katniss, for that matter.
Personality:
James is named after my home city, a supportive son of Rick and Mary Toronto, both of them supportive in the work of peacekeeping. When Rick taught his son archery, he knew that he would make it big in the peacekeeping world of Panem. His training came from Hunger Games XXV, where he won the Quarter Quell nobody saw coming. He is usually very secretive with his job, but he makes no secret to his evil plans.
He deals with various Panemians in various ways: rebels with disgust, tributes with pride, and District 4, his home, with love. However, his speeches always are funded by the Capitol, with an iron fist. He always takes care of protection to his fellow peacekeepers so they stay alive and kicking. Unlike some peacekeepers, he is self confident, and a bit shy. He makes up for it with his incredible swordsmanship and defense skills.
James, like me, was born with PDD, should it exist in Panem, and is living peacefully through it. He, however, can't tell Snow or he will be fired. However, he has a soft spot for his son Max, and his bulldog Van (it's a he, surprisingly). When the Games arrive, he's planned the biggest security measures possible to rebel against rebels.
History:
James M. Toronto was born in District 4 on December 5, 000111. Of course, that is a post-God year. His parents, Rick H. Toronto and Mary Y. Toronto found him to be quite unusual for a child, as he was kicking his feet around and punching things in the house. They realized he was good for peacekeeping when they found him watching nothing but the Flickerman Show Hunger Games Specials.
When he turned 16, he decided to move to the Capitol, after his friend Jack turned out to participate as District 4's tribute in Hunger XXV, voted by fellow tributes. When he entered peacekeeping training, he was recognized by President Snow for having outstanding skills in everything he did.
Today, he serves as one of the few fat peacekeepers in Panem, but he is pretty confident about his job. He is on his way to being an eventual PeaceKeeping Captain, with over 1,000 citizens slayed.
