Life is far from perfect. Even the upper crust of Panem - the wealthier Capitolites and the aristocracy of a few of the Districts - must cope with hardship, suffering, rejection, depression, and often sickness and death. The masses they leave below them have the same on their plate, only tenfold. Some bottle their emotions while some turn to friends, and others turn to their work for comfort and bliss. However, the modern, materialistic world still hasn't stopped a large demographic from turning to God for their troubles- this is the Church of Panem’s line of work.
The Church itself represents a monotheistic faith whose god is only referred to as God. Their dogma is far from strict, but they emphasize the importance of recognizing one’s three duties: their duty to their ruler in the Heavens, their duty to their rulers on Earth, and their duty to their family at home. The church is run by five cardinals at the top in a Capitol’s Sanctuary, with an undefined number of priests and pastors in various churches throughout Panem. Some of the upper districts have Cathedrals where bishops are seated, but beyond that, the highest-ranking clergy you’ll find in the Districts are limited to Pastors and, of course, the Envoys.
Taking orders only from the Cardinals themselves, the Envoys are hardly clergy at all. One exists for each District; some are from the Capitol, while others are District citizens who have proven to be extremely devout. These do not have to be priests- Peacekeepers and even common workers can also become Envoys. The respect an Envoy commands, however, doesn’t come without cost- Envoys are the eyes, the ears, and often the swords of the Church- they report endlessly between the Capitol and their Districts, and take commands straight from their Cardinals. More often than not, if a Cardinal mandates anything to be done specifically by an Envoy, the task is dangerous.

Cardinal of North – Female
In control of Upper Districts 1, 2, and 3- materialism has shaken her faith, and she’s become highly corruptible. She’s a born Capitolite, and is rumored to be one of Panem’s top morphling distributors.
Cardinal of South – Male – Avox
Once a Peacekeeper, this man had a reputation for being impulsive. He was Avoxed for attacking two fellow Peacekeepers using a machine gun as a blunt weapon, and was forced to work at a seminary. Without a voice, he proved his devotion, and has torn through the ranks of the Church to become the most (and one of the few) respected Avoxes in Panem. He controls Upper Middle Districts 4, 5, and 6.
Cardinal of East – Male
Once the Envoy of District 2, this Cardinal is now in control of Lower Middle Districts 7, 8, and 9. Formerly a trained career who was never reaped, he looks back on life in bitterness. Since he was never able to become a victor as he was supposed to, he looked to the Church; not necessarily God. His greatest ambition is to become Cardinal of Hearth. -Thomas
Cardinal of West – Female
Being in control of Lower Districts 10, 11, and 12 have showed this Cardinal how grateful the District citizens can be to the church’s generosity. Likely the most devout of all the Cardinals, her striking resemblance to the Cardinal of Hearth’s deceased lover puts them on strange terms. -Matt
Cardinal of Hearth – Male
Arguably the most active of the Cardinals- his Sovereign Territory is the Capitol. Having lost a fiancé to illness and his father to murder, his faith weakened. When faith couldn’t give him bliss, he turned to alcohol, and has been a heavy drinker ever since (though he does a great job of hiding it). He does his best to send aid to the masses, in the hope that some of them could use God to get through life happy and sober, but remains bitter toward the world. - Wyldwing
