Panem Wide Drought Plot

You are walking through a field, freshly tilled, dirt moist and ready for the seeds it will soon receive. This is how it has always been, how it always will be. Before you came your father, who planted seeds for corn, alternating with turnips and pumpkins. This is where your children and your children's children will plant as well. It does not occur to you, as you admire the lush grass and rain clouds high above, that this might ever be any different.

In the summer of the 65th Games, due to it's particular heat, Districts Ten and Eleven were hit with a horrid drought. At first it seemed that the fields and animals might be alright, but it was not to be so. Due to the lack of water, the districts were turned into dust bowls where it seemed impossible for anything to grow. Slowly, the plants died, the corn wilted in it's fields, the root vegetables shriveled up and dried out. Anything that they did manage to grow was taken away for the Capitol's consumption and exported to higher Districts. The animals in Ten dropped dead from the heat and were either eaten or once again, taken away by the higher districts.

The drought led to a famine that ravaged the people of these two Districts, driving them to acts of desperation and turning people against each other. Many people have starved to death already, others very quickly on the point of it. The fields and grasslands of the Districts lay barren and wasted.

With death in their sights, the people began to give up. Forced to work the fields until there was nothing but dry, crumbling clods of dirt, they were punished when there was no food being sent out to the Capitol. The Capitol finally decided to do something about it when they realized that their supply was beginning to diminish. Peacekeepers have taken a number of volunteers from outlaying Districts to come and build an irrigation system that should solve everyone's problems.

however, for the residents of Districts ten and eleven, things may already be far too late.

Have you ever wanted to roleplay with characters that are from different districts? Similar to District One's earthquake plot that occurred back in early 2013, this is a plot that allows for the involvement of the other districts in District Ten and Eleven.

As written above, the scenario is that there has been a massive drought in 10/11, beginning in the summer of the 65th, and still ongoing. A year has passed, and things have only gotten worse. The goal is to bring in volunteers to to design and build an irrigation system, as well as to help the residents get back on their feet.

District Involvement:

Irrigation System:

District 3 & 6: Irrigation system design.
District 9: Laying the piping for the irrigation system.
District 2 & 12: Cutting and laying the stone for irrigation canals.
District 4: Water Supply (cleaning and filtering).

Plant/Animal:

District 5: Inspecting animals for starvation and sickness.
District 7: Replanting the fields, caring for plants.
District 8: Caring for animals after they have been inspected.
District 9: Hunting and foraging for food.

People:

District 1: Nursing the sick and starved back to health, replanting.
District 6: Medicine, nutrition.
District 4: Water delivery.
Peacekeepers: Keeping the Peace, directing and ordering people.
Capitolites: Philanthropists. Concerned citizens about their food supply.
Anyone: Anybody who wants to help.
