Fahrenheit stood, his hands shoved deep in his pockets, at the end of the sidewalk leading to Headquarters. He was the picture of agitation. On the best of days, Fahrenheit looked mildly pissed off. However, he rarely ever was. The architecture of his face, coupled with the frostiness of his eyes, just lent themselves to a resting bitch face. But today, there could be no mistaking it: Fahrenheit was livid. His jaw jutted forward, and his mouth was pushed into a hard, bloodless line. He waited impatiently, shifting his weight between his legs every few seconds, letting out huffs of white vapor.

His heart slammed in his chest when his heard the door of headquarters swing open, and his fingers dug into his thighs. He cast a quick look down the sidewalk, and let out a grumble of irritation when he saw it wasn’t who he was waiting for. A pair of peacekeepers ambled down the path toward him, slowing slightly as they passed Fahrenheit. “What’s wrong, Heity?” The taller of the two, Viktor, said with a sneer. “Your babysitter late?” Fahrenheit’s mouth drew back into a soundless snarl, and he shot Viktor a seething look, but said nothing. Viktor just laughed at the display, and continued on with his partner.

His peers had no respect for Fahrenheit, which was fine by him. In fact, they seemed to have disdain for him. Fahrenheit never made an effort to go out with them, or befriend them in anyway. Most of the others seemed to take that as a slight, and assumed Fahrenheit thought he was better than them. They didn’t understand his loner tendencies, and they also seemed to have a problem with his lack of bloodthirstiness when it came to the job. But Fahrenheit couldn’t give a flying fuck what the other Peacekeepers thought of him. He found their behavior abhorrent, just as they objected his. He hated the perverse pleasure his colleagues seemed to have when asserting their power over people, and their willingness to punish for the slightest offence.

In fact, it was Fahrenheit’s unwillingness to punish a little boy that got him in trouble. He had been walking through the market, when he heard a child crying. He found the source of the disturbance: A boy had been caught stealing an apple from a cart. He was a scrawny, filthy orphan, and the owner of the cart wanted Fahrenheit to arrest him, which would inevitably lead to him getting whipped in the square. Not wanting the little boy to suffer, Fahrenheit paid for the apple, and tried to end it at that, but the owner of the cart apparently felt cheated because he went to Fahrenheit’s captain and reported him. His captain was not happy, and that incident, along with some other past discrepancies, landed him in major trouble. As a result, Fahrenheit had been assigned a ‘babysitter’. Some out-of-towner who he has never met. He had no clue who this person would be, and it put him on edge. He was extremely worried that this person would make him do things he did not want to do, things he couldn’t stomach. Such as arresting a starving child and giving him lashes.

Now, standing out in the cold, Fahrenheit willed his jailer to appear. He couldn’t take the suspense any longer. He made an effort to relax his muscles, and breathe deeply, but he just kept thinking about that little boy, and how he won’t be able to protect him next time.

Does, Says, Thinks

It had been a bit of a trek to District twelve, but nothing she couldn't handle. The distance between this District and her habitual grounds of District three was large, but she had been lucky enough to be permitted a ride on one of the speedy Capitol trains. However, she had been unfortunate enough to have landed the task of an assignment here in District twelve in the first place, though it was never explained why she had been chosen to go, and not another Peacekeeper. It was too late to complain now, even if she was allowed to complain, she had already embarked on her amazing journey. Her amazing journey to find another Peacekeeper and act as his shadow, though her orders had said partner, and pretend to like him while in reality she was there to see if he was doing his job or not.

She was a Special forces Peacekeeper, so why did she have to do this petty task of babysitting someone? Surely her skills were more useful somewhere else. No, the less she griped about it, the easier it would be to just do what she was ordered to.

This morning, she had been woken up by one of her friends, a fellow female Peacekeeper who she had partnered with on occasion. Having been told that the Captain wanted her, she had raced to get dressed in her uniform and become presentable. Entering the addressing room, she watched as the Captain scrutinized her. Seemingly, she had passed, and he had explained in shallow detail what her assignment was to be. Then he gave her papers to read for more information, and to use in case anyone wished to know her business in District twelve. He had said that he had already sent word ahead that she was coming, so she probably wouldn't need the papers, but it was better to be safe than sorry. "After all, wouldn't want you getting falsely locked up for impersonation, would we?" She had answered in the negative, trying to keep the irritation out of her voice. She hated how the Captain treated her like a new recruit, or even a child, simply because she was the daughter of a highly respected Peacekeeper.

After getting her things together, just enough for a few days and only taking one uniform as she would be supplied with more there, she headed to the train station where she boarded the speedy Capitol train. It had take only a few hours in this train, rather than the day-long journey by coal train or even the week-long hike by foot. When she arrived, she was still fresh and ready to start her assignment, for all it would most likely be boring. She had had to do checks like this before, monitoring other Peacekeepers to make sure any suspected of slacking were either caught and punished, or cleared as capable members of the force. It wasn't all that enjoyable for her, but it did allow her the opportunity to see more of Panem.

She was met at the station by a stiff looking man who greeted her with a formal salute. Apparently he wasn't quite the sergeant for this District, but he was the one they could send out on the semi-short notice that had been given for her arrival. "Mam. I am here to escort you to the HQ." She nodded curtly. It seemed there wasn't use for her paperwork at present, but there was still time enough. Besides, she would have to present them to the sergeant before assuming her duty. Babysitting, lovely.

It didn't take long to reach the Headquarters, and without preamble or hesitation she pushed through the front doors. Had she not been in her uniform she surely would have drawn more attention. She had also purposefully neglected to put on her badge to avoid unnecessary stares, which made the eyes turning towards her filled with simple curiosity instead of animosity like normal. Her guide showed her to the sergeant's office and opened the door for her. She gave him a half-smile and stepped through, retrieving her papers from their spot in her bag. Placing the papers on the desk in front of the sergeant, she took a step back and gave a salute. Evidently pleased and possibly a little surprised at this courtesy, the sergeant waved at her to sit.

There was silence in the room as the sergeant perused the papers. When he had finished he grunted and looked at her. "Good to see you made it whole, and rather comfortably I assume." She was sure he had inspected her for dirt the moment she had stepped into his office and was glad to hear the approval in his tone. "Foster should be waiting for you outside." He shuffled the papers in his hands and then flopped them onto a blank spot on the desk. "Don't bother with the badge." She had been about to pull out her PCIS badge, thinking it may be required since she was on now on duty, but stopped at the sergeant's words. Stuffing the brass thing away, she smiled at the man across the desk from her. "Probably for the best."

A quick smile was all she got before she was dismissed. Her guide offered to take her pack and she handed her things over to him. He said he would store them for her to retrieve when she came off duty. That's one thing sorted then. Now it was time to deal with the larger problem at hand.

When she spotted her charge she groaned under her breath. He looks rather grim. Straightening her spine - whether to give her more of a look of command or to not seem so much shorter than him - she came up to him. "Fahrenheit Foster?" The salute she gave him was only a couple of seconds long. She outranked him and she was now his senior partner, she would give him enough courtesy but nothing more. "I am your newly assigned partner." She leveled her gaze at him, daring him to throw the fit he looked like he was about to throw, and kept her back straight as she waited for him to judge her. Men always did that, judge her, and she simply knew to wait for it and let it happen. I outrank most of them anyway. She was interested to see Foster's reaction when he realized that his new partner was a woman.

Fahrenheit was watching the door when his partner finally came out. His eyes widened in surprise, but otherwise his grim expression remained the same. His partner was a woman, and a younger woman at that. It had to be his partner because he had never seen her before. Fahrenheit had been under the impression that his new partner was supposed to keep him in line, make sure he was following the rules, and harden him up. He had expected some grizzled old man; but what he got was the exact opposite. He wasn’t sure how he felt about answering to someone who was younger than him, and, if he was being perfectly honest, a woman.

His eyes followed her approach, studying her. She was attractive, but Fahrenheit glossed over that in his mind. He noticed that she carried herself with confidence, and an air of authority. She certainly didn’t seem intimidated by him, which was something he couldn’t say about a lot of people who see him for the first time. He made an effort to ease the tension from his face, but was only partially successful. “Fahrenheit Foster?” The women asked, giving a brief salute, which he returned lazily. “I’m your newly assigned partner.” She fixed him with a steely gaze that Fahrenheit ignored. Like almost everyone he came across, she had to stare up at him, but she held herself in a dignified manner, meeting his eyes without fear. He respected that.

He tried to decide if it was better that his new partner was a woman. Women were supposed to be the fairer sex. More compassionate, kind, gentle, and the like. Perhaps she would be more willing to bend the rules, like him. But then Fahrenheit remembered the women he worked with. They were fucking bitches. They took as much pleasure, if not more, providing unjust punishment to the citizens of District 12. He sighed inwardly, annoyed at the situation. He supposed that he’d just have to wait and see what kind of person she was and hoped that she wasn’t going to make him punch an old man for looking at them wrong (He had seen it happen before).

“Yes, I’m Fahrenheit.” He said evenly. He thought about asking for her name, but for some reason it annoyed him that she hadn’t given it freely. He decided it didn’t matter. “I will show you our patrol route.” He spun on his heel, and started out. Along the way, he pointed out various landmarks, but didn’t otherwise engage in conversation with his new partner. It wasn’t that he resented her or anything (yet), it was just that he didn’t really know how to interact with her quite yet.

“Mr. Frosty! Mr. Frosty!” Fahrenheit’s attention was drawn toward a house they were passing. A thin little girl smudged with dirt and wearing a patchy dress, stood in the doorway waving. She ran up to him cradling something in his arms. “Hi Mr. Frosty! Did you come to see Sprinkles? I’ve taken care of her exactly as you said I should!” The little girl said animatedly, and held out a tiny kitten, which meowed dolefully up at Fahrenheit. Fahrenheit's eyes widened in horror and he cast a worried look over to his partner. This was the just the sort of thing he was hoping to avoid, at least for a little while. It would seem he would find what type of person she was sooner rather than later. “Yes, I can see that Marie.” He said with false cheerfulness, watching his partner’s face. “You’ve done a very good job!” Marie had taken a liking to him a few months back. Occasionally she would follow him around on his patrols and Fahrenheit often gave her food and other things to keep her comfortable and to take back to her family. Last time he had seen her, she had just found an abandoned kitten, and Fahrenheit had given her advice on caring for it. She was one of the many children that Fahrenheit was friends with and looked after when he could.

She watched, amused as the surprise swept across his face in a couple moments' flicker. He did a good job of hiding his emotions, for the most part, but she had learned to read faces and could notice the little details. She would make a poor investigator if she couldn't spot a lie. The attempt to smooth his features from his scowling was one she noticed, even if it didn't change much about his expression. She fought to keep the corner of her mouth from twitching. This man clearly looked like a stone, or at least believed he did, and it seemed most people bought into it. If he was internally as tough then she would have nothing odd to report. Though the fact that she was here showed that this wasn't entirely true.

His lazy salute was more than she had hoped - most of the force wouldn't bother with formalities, something the sergeant had confirmed without speaking - and she watched his face for signs of his opinions. This man really did have a face of stone, it was next to impossible to read him. She would get a sense of him soon enough, though. "Yes, I’m Fahrenheit." She thought she saw a flicker of annoyance in his eyes, but couldn't blame him. No one was happy about being assigned a babysitter, even if it was in the guise of a new partner. "I will show you our patrol route." She had been making mental notes the entire time, and when he spun roughly on his heel and started walking away she let her mouth twitch into a quick smile before wiping it from her countenance again. Rough around the edges, but I know there's a big softy in there. Her lips twitched again and she had to fight her smile. It's the softy I have to worry about.

He wasn't rude to her, like a couple of the men she had been paired with had been, and he didn't completely ignore her, most tended to like this option. Instead, he simply pointed out various important places, landmarks, and structures. Otherwise, their journey was silent and she didn't mind it. He acknowledged her, was courteous, and didn't natter on about nothing. All in all, his report was good so far. That was when the little girl ran up to him. "Mr. Frosty! Mr. Frosty!" She was carrying something, looking as though she was doing her best to keep it from all harm even if she didn't quite manage that in actuality. "Hi Mr. Frosty! Did you come to see Sprinkles? I’ve taken care of her exactly as you said I should!" The first thing that struck her was the fact that this girl knew Fahrenheit, and well, if she was able to recognize his face that quickly. There was also the fact that the girl referred to him as "Mr. Frosty." Judging by how eagerly the girl spoke to him, it wasn't a comment on his personality. And what the hell was Sprinkles?

She got her answer when the girl held her bundle up for the big man to look at. It was a tiny kitten, not very old at all, which looked a little startled to be suddenly thrust into the light. The mew it made pulled at her heart, but it wasn't the kitten she had to deal with. She shot a look at Fahrenheit, whose scared look told her all she needed to know. And so it begins. "Yes, I can see that Marie." His eyes held hers and she kept her face as vacant of expression as she could. In truth, she didn't know quite what she was feeling, but he certainly couldn't know that. She couldn't punish him for this, not really, since she hadn't seen him actually do anything wrong, but she would have to make note of it. "You’ve done a very good job!" The false cheer in his voice was clear for her, but she wasn't sure how much the girl had picked up about the situation.

Apparently it wasn't much because she came over to her, holding out the kitten. "Are you Mr. Frosty's friend?" The girl beamed at her, oblivious to anything being off. "Do you like kitties too?" Dalena forced a smile onto her face, which became more genuine as she looked closely at the kitten. "Yes, kittens are very nice. You take good care of that one, alright?" The girl nodded vigorously, jostling her kitten in the process. "Yes lady." At least the girl was polite. "How about you run back home and play with her for a bit? Mr. Frosty and I need to get back to our walk." It was terrible trying to keep from grinning at using the name Mr. Frosty, but she did her best. As the girl scampered off, clutching that kitten like her life depended on it, she turned to Fahrenheit. "Mr. Frosty?" A wry smile fought its way onto her lips, and she tried to replace it with a scowl.

He would have some explaining to do, but she might let this time slide. After all, she couldn't say much more than that he spoke to people on his rounds. If anything, this place needed a bit more friendliness from the peacekeepers and a little less compliance. Respect was better than fear in any relationship, but no one seemed to understand that. It was why there were revolts as often as there were. There was no respect from the districts towards the Capitol, and even less towards the peacekeepers. Of course, being soft wouldn't help.

Finally she had her features in the order of a scowl. "This one time, Foster, I won't say anything, but you won't be let off next time." She just hoped she sounded like she meant it.
