Formed out of the remnants of the Rebellion, the LUNAR directive watches and waits. They are a network spanning across Panem: district-by-district, through the mountains and the wilderness and even along the edges of the Capitol itself. They are a surveillance project, Thirteen's eyes and ears. Team members do not act, cannot act against the Capitol while the surviving rebels had their own struggles, had challenges even surviving the next winter.
But the time for change is now.
Out of a pool of trainees from all walks of life, a class of 12 have been chosen. Now, they must work to undermine the Capitol at every turn, and fight for a future they know exists–can exist: with the right moves, the right luck, the right sacrifices. They will rescue their comrades, help the rebellion, protect their world, sabotage the oppressors: stand up for what's right.
Yet as LUNAR moves forward, so does the Capitol. A mole lies in their midst, a Cat among the Zodiac. But they bide their time quietly, know that for now their secret lies safely in their pocket. There is time, after all, for a change to be made.
Panem has laid dormant for far too long. It is time to usher in Spring with their own two hands.

Note: During a quest your character may be lost: this can mean death, but truly means that your character is no longer able to participate in the journey. The fate of your character will be up to you and the narrative you want to create.
This is an application-based plot. Applications will be due in 2 weeks (February 16). If a FC is used, it is preferred that they be of an ethnicity that celebrates Lunar New Year.

NOTES:
Our youngest recruit; RAT has showcased their insight and tactical brilliance numerous times over the course of the evaluation. It is evident that their skill-set would prove valuable, yet the committee is hesitant to pull them into the field: their decisions may put other agents in danger, and based on Incident #A245B the committee posits that they have entered the program under ulterior motives. Pending further analysis, RAT has been placed under the tutelage of DRAGON and DOG.

CONS: INFLEXIBLE, JUDGEMENTAL, ALOOF

NOTES:
Reliable. OX does not ask superfluous questions and follows the rulebook precisely. They are naturally quiet, only speaking when needed. This may pose problems further down the line: evaluations show that OX is a team player and has the detailed experience needed to deal with crises, but their bad communication skills will hinder their squadron. OX may also adhere too closely to the rules and their own experiences, completing tasks cleanly but slowly.

NOTES:
TIGER's wealth of knowledge as a former wanderer will prove beneficial to LUNAR's operations. However, their anti-authority nature, while understandable, will prove dangerous should they skew from plans. Years spent surviving in the wilderness has helped them be confident of their abilities, but the Committee worries that they will become too confident, and refuse to listen to other perspectives.

CONS: OVERTHINKER, PESSIMISTIC, INSECURE

NOTES:
RABBIT's bright mind, observational skills, and empathy is greatly welcomed, although their tendency to overthink a project may prove ineffective. RABBIT may be steamrollered during team planning: ensuring that they are in a group that respects and listens to them will be important in selection. The Committee is also concerned about RABBIT's pacificism: while there are many strategies that avoid violence, if a group runs into trouble RABBIT may prove detrimental.

NOTES:
A senior member of LUNAR, DRAGON has been well-respected for their leadership and courage throughout Thirteen. Their long-term presence has proven pivotal for LUNAR'S suvival throughout the years. However, their tendency to act alone to "minimize casualities" is worrisome. They have a self-sacrificing mentality that may succeed in completing a mission at the cost of long-term assets. Their partnership with DOG may prove successful in allaying these consequences.

CONS: FICKLE, DUPLICITOUS, EASILY JEALOUS

NOTES:
Often described as a shapeshifter, SNAKE's ability to blend into a crowd is remarkable. As a former free agent, SNAKE's insight has helped Thirteen numerous times, though their motives are not always clear. The Committee does not doubt SNAKE's loyalties, but advises to keep a close eye on them: their mood changes with the tides, and they have a bitter streak of jealousy.

A diamond in the rough, HORSE has the potential to become one of the most successful agents in LUNAR's history: they're dedicated and passionate, with the skillset to boot. NOTES:
A refugee from the Capitol, ROOSTER's knowledge on the inner-workings of Panem's stronghold could prove crucial to missions. Their ability to condense a complicated problem into simple steps will also help to alleviate stress among a team. Yet, they are so confident about their abilities that taking on other opinions seems difficult. It will be important for them to learn to take a step back, and be less condescending while they're at it.

NOTES:
Longtime partner of DRAGON, DOG has often been able to balance out the other's reckless actions with their practical approaches.
