Former mayor of District Six, from the 75th-85th, and current fugitive wanted dead or alive by the Capitol. In her ten years as mayor she was highly controversial for openly advocating for the ultra poor, felons, addicts, the homeless, and other vulnerable citizens of D6 who struggled most to survive day by day. She openly shamed not just the upper class, but also the middle class and the established community culture of othering those who do not excel at science and academics.
Calliope utilized her position as mayor to skim supply shipments for the benefit of District 13 and the Rebellion. She also had a small, but profitable meth cooking operation that she ran out of her kitchen in order to raise money for D13, her comatose brother's catastrophic medical bills, and a rehab facility she opened. While the end use of these funds was never public knowledge, rumors of her involvement with drugs became somewhat prevalent during the 85th election — despite all of her meth being shipped out-of-District — after Josephine Davenport publicly utilized those rumors in an aggressive smear campaign and, upon taking office, ultimately outed Calliope to the Capitol as high ranking Rebellion support.
In District 13 Calliope is perhaps best known for sending vital shipments of medical supplies during a major flu pandemic, about 6-7 years ago. Opting to do the greater good, she sacrificed a portion of the resources designated for her own community, knowing that the loss of D13 lives would be devastating without her unique ability to provide aid. Afterwards she received an outpouring of thanks and support from the citizens of Thirteen, while District Six backlash took a massive toll on her public image, due to a perceived mishandling of the epidemic.
After fleeing D6 upon losing the 85th election, she became a refugee in D13 and has been living a fairly quiet life while continuing her involvement with the Rebellion in whatever ways she can make herself useful. She still has difficulty processing that she is legitimately liked — beloved, even — by the people of D13, having spent a lifetime being conditioned to accept abuse and contempt from the D6 community in which she grew up, and struggles with trusting the kindness and support now offered to her. While some people still find her off-putting on a personal level and her one-on-one likeability is a perpetual struggle, overall District Thirteen primarily knows her for her heroic efforts to help them in their most difficult times over the course of the past 15 years.
Calliope's mayoral candidacy in D13 is mainly due to the urging of other people, who value her experience and demonstrated willingness to self-sacrifice for the common good. After the 85th she is hesitant to become a public figure once more, but community work is the thing she knows best and cares for most. Besides... it's not like life could go any worse for her at this point, right?
