I've been here the whole time singing you a song

Rosemary's confidence had started to build over the years. It had officially been fifteen years since her cousin Sage's death, and she'd decided that she needed to be the help she could've used back then. So, she decided that the best way to make change was to become the mayor. When she heard that Mayor Laws was stepping down, she took the opportunity.
Taking her spot at the microphone, she greeted the people who had gathered to hear her speech.
"Hello, everyone. It truly is a pleasure to have you all here. My name is Rosemary Scarborough, and years ago, I never would've imagined myself being the one standing up here. I always told myself you had to be someone that the people already knew, or they wouldn't give you a second thought. I then learned, however, that anyone can make a place for themselves in the world. You can make it so that they know you if they didn't already."
She pauses for a moment, returning a smile to someone in the crowd who gave one to her.
"I want to first thank you all for giving me this opportunity: the opportunity to try to make a change. Should I become the mayor of District Twelve, I have plans that I think will transform our District for the better. I know how many of you have struggled over the years, and how many of you are still struggling now. I want to help you all, and make that struggle go away the best that I can."
She started her explanation, "I want to bring us together as a community that's stronger than ever before. I want to create programs for those who are suffering loss. I've been through it myself, and I know how much it hurts. I had wished someone had been for me in that time, so I want to make sure people have the help available that they need. I also want to help the poor. Those that don't have the money they need to get by, I want to do my best to support you, help you get through, and assist you in getting to where you want and need to be."
She took a quiet breath for a moment as there were murmurs in the gathered crowd.
"For those of you who don't know me, I suppose I should tell you a bit more about myself. I'm going to keep it to the short version, since what's happened in my life isn't the most important thing about all of this. I just think that you should know your candidate on at least somewhat of a personal level. I believe it's nice to be on terms with someone that makes them feel like more of an actual person, and not just some figurehead if they're elected."
Rosemary adjusts the microphone for a moment.
"I'm Rosemary Scarborough, cousin of Sage Scarborough, a tribute of the Seventy-Fifth Hunger Games. Growing up, my sister Thyme and I, as well as our cousins Sage and Parsley, had to be rather self-sufficient. We were all left without our parents at a young age, so we learned how to care for ourselves, as well as others. I'm not looking for sympathy here, though: I'm simply telling you who I am, and why I want to help others. Those who have had to raise themselves, or who have lost those that they loved: I just want you to know that I feel for you, and I am here for you. Should I become mayor, I will use my newly found resources to do whatever I can to help you all, and otherwise, I will continue to help where I have been and where I can."
She paused one last time, looking out at the crowd.
