We set the scene in the Del Marco winter estate - a snowy wood cabin, located in the depths of the 54th arena, where the mountain had now been repurposed into a ski resort for the wealthier of those in the Capitol. I had a glass of the finest cabarnet imported from the vineyards of District 11 in my gloved fingers, and the aforementioned wealthy in front of me as I tapped the glass with a 'ting to grab their attention.

"If I could just have a brief word with all of you lovely people tonight," I said, with a toothy grin, "firstly, I would like to thank you for attending my ski retreat getaway this weekend. I hope all of your cheeks are rosy from all of the fun you had on the mountains of the 54th arena - or maybe even the complimentary wine for those of you who maybe a little less talented at skiing."

A chuckle erupts from the crowd.

"This retreat was built five years ago - the same year I had made the Panem's top thirty under thirty list and took over as VP of Barbossa Industries. All of the wood is imported from the finest redwoods from District Seven."

"The resources of our Districts are incredible assets. The amount of luxuries found at this retreat have been all thanks to the industries within them. The wine - freshly imported from District Twelve. The smoked salmon - District Four."

I gesture towards the hardware laced upon my neck.

"District Two."

"As you may know, I am running for reelection for High Councillor. During my tenure as a councillor and VP of Barbossa Industries, we were able to soar the forestry industry to heights we have never seen before. My goal for reelection - expand all of the District's industries by investing in important stakeholders - see a prosperous Panem that we have never seen before."

"I truly believe the basis of our economic success lies within the hands of the Districts. Let's capitalize on it, and see a Panem become the greatest nation within history!"

And we raise our glasses.
