Those in charge of the Youth Reassignment Project in the Capitol and District Two are very pleased to hear of your interest in this project. We have looked through an assortment of candidates and conducted background checks on each of them. We have concluded that your household is suitable to re-home ONE (1) child from your district that has been torn apart from their families as a consequence of the adults' actions. Acts of Rebellion put the safety and security of Panem's youth in direct jeopardy. Numerous children have been removed from their dangerous households and placed in safe quarters until they can be relocated with families from their home district.

As previously stated, your family's loyalty to the Capitol during this trying time has qualified you to tend to ONE (1) child. Through a randomized process, the following child(ren) have been designated for your care:

MANUEL is to avoid any contact with living relatives, as this raises the opportunity for conflict and rebellious corruption to arise. More information about MANUEL's relatives' relocations will be distributed at a future time.

Your participation in the rehabilitation process for youths like MANUEL is essential to restoring peace and security to not just District Two, but all of Panem. We mandate the following activities for rehomed youths:


ONE: Before all meals, reiterate allegiance to Panem and the Capitol. Once this routine is committed to memory, allow the child to recite.

TWO: Encourage consumption of Capitol distributed media, like news, to the child.

THREE: Attend patriotism classes every evening with the child.

FOUR: Should rebellious acts arise, rehabilitative therapy is accessible in your district to correct these issues.

We are focused on ensuring that the next generation does not end up as troubled nuisances like their parents. You will play an integral role in this process by taking an orphaned child into your home.
