The story of Hailsham is one that will live on in Panem's history as the single biggest rebellion ignitor to happen since Thirteen's destruction. The Capitol had no way of hiding the truth, as it was so publicly brought to attention, so rather than trying to quell the flames openly by denying involvement or punishing the mention of it, they put their hands up and had all those found to be involved arrested and processed accordingly. This action is, perhaps, the lone reason that there wasn't an all-out war waged across Panem once more.
However, this is still a country in which the Hunger Games exists. The idea that the Capitol could be taking children and harvesting their organs was hard to swallow and an incredibly cruel reality to digest, but it wasn't exactly shocking. The news of it died soon after Beck Hailsham didn't, and the country has moved on. Forgotten, even.
The Capitol's compliance made everyone think they'd lost: that they were caught, that the game was over. There was no need to investigate further. What more could there be, after all? Hailsham was over.
But it wasn't. Hailsham wasn't even where it started. There were others before it, others came after. And though it did not start at Snowspire, either, it is worth noting that Snowspire has been operating functionally and independently for at least a half-century longer than the ill-fated island academy we all know so well today.
The kids are told it is located somewhere in District Ten. Truthfully, there is no way of verifying this, as the only people who know the precise location are the same people who never want it to be found. In all likelihood, based on how long it takes for them to travel during yearly reapings, it is possible they are being kept outside the borders without knowing it.
Snowspire is at the uppermost peak of a relatively small mountain. It is surrounded on all sides by dense forestland, and ten months out of the year it snows. In the two months that the snow stops, a quiet buzzing can be heard around the perimeter of the academy, but for the rest of the year there isn't a single sound, not for miles and miles and miles. Escape during this time is easily possible, but hasn't ever happened. Why? Because no one would know where to go even if they left, and it would only be a matter of time before the elements or the vicious beasts- the excuse given for the forcefield keeping them in during the summer- that the academy's walls protects them from brought about an end to their short lives. The teachers for each class have remained the same. The schedules have remained the same. Everything runs as smoothly as possible.
But, to keep the children incentivized in a place where something like career status is not allowed, Snowspire introduced the Talent Program. As a part of their daily class schedules, children are meant to practice and refine different sorts of talents, such as singing or sewing, and then at the end of the year each student's talent is recorded and sent off to potential adopters, who then review the tapes and possibly adopt children who they deem good enough. Typically, at the age of 10, people settle on one talent and focus on being the best they can possibly be at it in the years thereafter. If you were in Snowspire, what would your talent be? Adoption would be exceedingly rare, especially in a lower district with no recent victors, so the children aren't surprised when each year only one or two people are chosen. It's even fairly common for no one to get adopted in most years. This is because, of course, no one is ever adopted and those believed to have been adopted were likely needed early for some sort of emergency surgery.
The only class that seems to consistently find placements is the year eighteens, and the children are told that this is because older children are stronger and more helpful, or that they were adopted by some Capitol elite who wants to make them famous. Whatever the little ones need to hear to keep them thinking that eighteen is something to look forward to, as opposed to what it really is:

- One of the main criteria I will be judging applications on is how closely they resemble the original concept. There is a huge variety of different characters. If the concept you're applying for doesn't align with what you're interested in writing, I would advise applying for a different character because if the application doesn't match the character, I won't accept it. The characters in this plot have pre-established relationships, connections, and interactions that are dependent on their given personalities and histories, and attempting to change the character would also change all of these pre-established things for everyone else in the plot and is not fair.
- All face claims and character names are also decided and final, pardon unforeseen circumstances that would actually validate changing.
- In order to prove that you've read the plot and rules, please locate the bolded/italicized question in the plot and answer it in the "anything else" portion of your application. If you do not do this, your application will automatically be invalid and will not be considered for approval.AFTER ACCEPTANCE:- If you are not interested in writing the character after approval or until they are reaped, I strongly urge you not to apply at all. We want a fun plot for all involved and that only happens with activity.
- People who are not accepted in the first round of acceptances will gain priority in subsequent rounds of acceptance.
- If your character goes inactive at any point, or misses two or more events in a row, they will immediately be harvested and die, and you will not be allowed to re-enter the plot. This is final.
- Characters in this plot may not be reaping eligible until you have written at least 10 different threads not involving the games. This is to encourage the actual development of characters in the plot. If you enter your character in the reaping before this time, they will be harvested and die, and you will not be allowed to re-enter the plot. This is final.
- Try to write with as many different people in the plot as possible. I understand activity levels may vary from person to person, but the goal of having so many different characters and thus writers is to bring back the sense of communal writing that we all know and love.THINGS TO REMEMBER:- Characters are not aware of the fate that awaits them like the characters in Hailsham were.
- All the characters in the plot should already know each other, as they've all been raised alongside one another.
- The characters do truly believe that they are adopted when they leave Snowspire. There have been instances in which at least three children from their year have been adopted: Quinn, at age 14, Oscar, at age 16, and Yusif, at 17. None have been heard from since their alleged adoptions.
