The District Six CouncilBeing one of the most under qualified mayors to gain office in District Six, Parson Cham's first agenda item is to pull together a small council of mayoral officials who will take charge of different aspects of District Six and report back to Mayor Cham during weekly council meetings. Following the aftermath of the Rose Plague and the lack of aid from the Capitol despite the lasting damage from the plague response, Mayor Cham's main aim is to rebuild the District and persuade the aid channels to get moving again.
Initial Changes to District Six
1. One of the major hospitals in District 6 has been appointed a Teaching Hospital, where patients can receive treatment at a reduced cost but be treated by staff who are under training.
2a. All healthcare professionals must receive approved training via the colleges or internships in the newly appointed Teaching Hospital. As proof of approved training, healthcare professionals must be registered. They must carry an approved license card that must be renewed every two years so that they can continue practicing.
2b. There will be a one year grace period for all professionals to become registered. Proof of existing extensive training and experience will be enough for professionals who have practiced for many years but they must still renew this every 2 years.
2c. Any unauthorized practice of health related treatment, therapies or surgeries is now illegal with a minimum detention center sentence of 1 year, depending on the severity of the breach of unregistered practice.
3. More funding will be allocated to research and innovation projects.
The different council members will have the following roles:
District 6 High Council Liaison - Brysen Belhaven (Lancelot)
The current High Council Liaison will be invited to join the council as the contact for the Capitol.
District 6 Victor Liaison - Theodore Ursa (Tom)
The victor liaison will be in charge of communications with the District's victors and families, ensuring the District is represented positively during The Hunger Games, Victory Tours and other Victor related appointments.
Outbreaks Response Officer - Nina Hart (Kiah)
Following the Rose Plague, a new role has been created looking into outbreak response. This officer will learn from data collected from the Rose Plague and be in charge of planning scenarios for any future outbreaks and preventing any that may start in District 6 or elsewhere in Panem.
Pharmaceutical and Medical Sciences Secretary - Noah Blow (Kay)
The secretary will be in charge of the production and exports of pharmaceutical products (medicines) and medical sciences (laboratories and medical equipment etc) across Panem. They will be in charge of contracts, research, clinical trials and innovation in this area.
Medical and Surgical Secretary - Benen Garner (Rave)
The secretary will be in charge of all registered medics who are working in different specialties in medical and surgical fields. They will liaise with medics across the District 6 and will ensure patient care, research and innovation is at the forefront.
Nursing Secretary - Bryan Samuels (Kaplan)
The secretary will be in charge of all registered nurses and nursing assistants working in health and social care. They will liaise with nurses ensuring patient care, research and innovation is at the forefront.
Allied Health Professionals Secretary - Quest Hertz (Zori)
The secretary will be in charge of all registered allied health professionals (psychiatrists, radiographers, physiotherapists etc). They will liaise with the AHPS ensuring patient care, research and innovation is at the forefront.
Education and Training Secretary - Reserved for Blessing Hospital Director
This secretary will working with schools, colleges and the newly assigned teaching hospital across the District. Ensuring anyone working within the healthcare field is receiving approved training as well as ensuring...innovation and research is at the forefront.
Citizens Liaison Secretary - Lilibeth Ursa (Zoe)
This secretary will be in charge of all other aspects of District Six that affect all citizens, such as housing, ration supplies and benefits etc. They will regularly interact with all citizens, receiving feedback and ensuring every citizen's voice is heard.
*These roles can be split if there is enough interest (A Surgical and a medical secretary etc).
# All roles except victor liaison and the high council liaison are eligible to become deputy mayor in any instances where Mayor Cham is unable to meet office.
