”Thanks Noah for allowing us to use your bar for our first meeting. There are some good meeting rooms in the justice building and mayor’s mansion, though Georgie has turned that one into her own personal play den so we will need to check availability with her…” There is a foot high pile of documents on the sticky table that has likely had several glasses of something spilt on it. It is probably not the perfect venue for an important council meeting but I am definitely not the perfect mayor and there are a few people on my council lacking the desired qualifications.

”There is an agenda on the table in front of you all, I tried my best to not make it a long one. I know how long meetings can be but I thought we would start by introducing ourselves then move onto the rest of the business.” I have been in a few meetings during my time, some HR meetings with the porters as they have complained about my performance. Meetings with the teachers at Georgie’s school as they have complained about her behavior. Never have I been the one to lead a meeting, not when I am usually a negative item on the agenda. ”Uhh, I guess I will start. I am Parson Cham, the new mayor and my plan is to grow District Six alongside the new demands of our industry.”

There are jugs of some kind of cocktails on the table, diving into alcohol right now does not seem appropriate but the fruity smelling jug in my peripheral view that is filled with lemon slices is calling my name. I pour myself a glass as the others introduce themselves around the table.

”Thank you everyone and welcome to our first meeting! The 93rd Hunger Games is just a few days away. The winnings from Flynn Garner’s victory are a now mere memory in the vault and with aid cut by the Capitol, any means necessary for filling the reserves would be great. Ted..Theodore.” I turn to my life-long friend and now colleague. ”Yourself and Garner do work hard on mentoring your tributes, with a near victory last games. Hopefully our luck has not run out just yet! Let’s hope for a drama-free reaping and may the odds be in our future tributes’ favor…” It is hard not to tread hard on the thin ice while talking about something like the Hunger Games. I hope no fucker is reaped and no kid has to die from my District but it is the inevitable and a win after my first year in the seat would be perfect security at the next election.

”Uhmmm there is not much we can do with the 93rd until after the reaping. Unless anyone has ideas?” I pause for a moment, waiting for a response before moving onto the next matter. ”Yeah lets just move onto the matter of healthcare professional and business registration. Unqualified botched work costs our healthcare services a hell of a lot of money. By ensuring every individual and businesses is registered and meeting our standards before practicing, this will hopefully reduce the burden on our services. I would just like to hear any suggestions on the standards we should impose and how we go about ensuring everyone can easily register themselves?” This seems to be going well so far but damn, hearing my own voice for so long is making me want to switch off…

Feeling terribly pleased with myself at the present moment! Yes, I got myself a big girl job and all that - but right now I'm particularly thrilled that Parson went with my suggestion of lemon water. I personally would have added a bit of honey because it's getting colder here in Six and nobody likes an early-onset sore throat, but beggars can't be choosers. Oh! We could make lemon water with honey mandatory at the hospital dispensers. And in schools! Genius. I should write that down.

Look at this cute notebook I got! And this pen with a pink fluffy... thing on the top of it! How cute, right? I spent most of the pre-meeting writing the date in bubble letters that I almost missed Parson's intro speech. We're supposed to introduce ourselves, yes?

"Hello!" I beam, waving my hand and sitting up straight. Professional, right - I can do this! Big girl Lili in her big girl job. "I'm Lili Ursa - Citizens Liason and all that!" I imagine they're smiling, but it's hard to see in this dim light. Everyone else introduces themselves so I set to work writing their names out and their job titles, making sure to heart every dot of the 'i'. Huh - how do you spell secretary?

Parson gets right down to the boring stuff and I have to stifle a yawn, playing it off as coughing into my shoulder (old plague habits die hard!) This place is a bit of a strange choice for a council meeting - a bar? No wonder it smells odd, scrunching my nose up at every waft of lord-knows what that floats by. They could of at least opened a window, but no - Teddy said that was a security risk. Discretion, it was on the non-disclosure agreement I signed... apparently? I do remember scribbling my name down on a bunch of documents I guess. Oh well!

I rest my clasped hands down in front of me but the surface of the table is sticky, like the kitchen floor when Georgie was a baby and threw one too many pottles of peach yoghurt on the floor from the high chair. Gross! I squirm and put them back in my lap. I know we've got lots of important things to cover but there's just something I've been dying to know since I landed this job.

"Um, I have a question!" and heads perk up at the sound of my voice, goodness. So many eyes. If I weren't so serious at being good at this job I might have even blushed - but let's be honest: I'm used to lots of people looking at me!

"When do we get paid?"

What? I'm dead serious!

I take the opportunity to have a swig of the lemon water after my question. The silence is just as sour as the water trickling down my throat, how long am I supposed to wait until I move on? This is rough and the agenda I spent three hours handwriting yesterday seems to grow and grow whenever I look down at the paper. With the fountain pen next to the paper, I cross out the 2d) Closure of Garaplin Pharmaceutical Unit, seems to be a conflict of interest in here with Benen Garner sat across the table. Too soon of a subject to bring up in the first meeting. Quest’s registration of human experiments might bring it up, though it will be her who’s talking and not me!

Lili Ursa finally breaks the silence, with another question. "When do we get paid?" Yeah I did pick her for the job as we have literally been friends and roommates for years, may as well have familiar faces next to me. Which is why I literally wrote a job description with Teddy’s name at the top, there are some strangers round the table however and I hope I have not already pissed them off by leaving them with empty bank accounts.

”Err, you should have been paid already? Weekly?” I shuffle through the papers, the administrators and payroll staff assured me all the accounts were in order. How could they have fucked up the easiest job in the mayor’s office already? ”Has everyone else been paid yet or am I going to have to get my own wallet out?” I pat my trouser pocket, the leather wallet is the heaviest it has ever been before but if I am going to have to dish out that big wedge tonight, Georgie is going to miss out on the expensive pet tortoise I promised her.

When he heard their first meeting was taking place at a bar - specifically owned by a man named Noah Blow - his first thought was what the hell did I get myself roped into?

With something as official as the District 6 council, there are expectations to live up to; or so he thought. He figured out pretty quickly that Parson Cham had a vague idea of what he was doing, and an even vaguer idea of how to accomplish such tasks. He sips his water and waits his turn, wondering if this affair was unprofessional enough that he could order a scotch without being reprimanded. Better not, he thought twice, he may as well do this sober. "Benen Garner," introducing himself in a gruff voice, "medical and surgical secretary, nice to meet you all."

He takes a seat after his introduction, taking note of the names that came after his. There's no way Noah Blow is his legal name, right? Benen sips his water and swallows a lemon seed as Parson moves onto, briefly, the 93rd Hunger Games. What more is there to be said? Sore subject for most in the room, their mayor rightfully passes the topic on in favor of something right up Garner's alley. He shakes his pen while both Cham and Ursa talk paychecks, formulating his response before speaking up. "I've already been paid, but I have direct deposit," he says, scratching the side of his head before segueing back into matters of registration.

"So standardization is a good thing, it'll decrease malpractice and we can make quicker, cost-efficient decisions based off it, but," he thinks over how he wants to phrase this, "I find excessive guidelines are only a negative for newer physicians, and they don't always account for comorbidities and newer medicines. Whatever we agree on needs to be concise but applied across the board," simple enough. "Now, I've been making runs to both large business Hospitals and sole proprietors, and I'm finding a lot of our medical staff is-" much like the District 6 council "-underqualified. This may be a result of the mass hirings during the plague, but now that things are dying down I think we, uh, should ensure our professionals are competent."

Woo, lots of words, he takes a second to shuffle in his seat and prop one leg over the other. "Blessing Fenwick's Hospital has been doing well with its practice-based learning, which I think we should incorporate in other institutes like Light Beacon or United Medical," he stops his ramble there, making a note to bring up the terrible cafeteria food somehow - Navarro would ring his neck if he didn't eventually.
