Capitol Psychiatric Report
Patient: Flynn Garner
D.O.B: 74th
Address: District Six
Analysis conducted by: Dr C. Reiss and Peacekeeper Thurstan Rutter
Notes Summary:
Patient has a history of outbursts following the loss of his mentees. Has been observed over several days in the District Six training center apartments during the 93rd Annual Hunger Games. This was following a threat to safety for the District Six Escort, Star – additional notes on this matter are attached, following a witness statement from the victim taken by Peacekeeper Rutter.
At times the patient neglected nutritional and hygienic needs despite a history of taking good self-care. Only after a threat of forced total parenteral nutrition did the patient be obliged to finish his meals. The patient refused any forms of self-medicating.
On day five of the 93rd Hunger Games and as expected, the patient lost control of himself following the death of tribute Johnny Scaletta. The patient destroyed Capitol property, including a projector, an apartment carpet, and a tablet device. Patient then threatened peacekeepers and Escort Star with burst needles that he had thrown at the projector prior. The patient resisted restraint from the Peacekeepers while being escorted to the psychiatric facility though his lack of physical strength meant that no harm was inflicted on the Peackeepers.
The patient has been interviewed today, while physically he looks distressed and this expected following grief, most questions were verbally answered. Prior to us entering the questioning room, the patient was writing on note paper. The note was found to be a letter addressed to District Six, copied contents of the letter have been attached to this report and were deemed safe.
Peackeeper Rutter revealed to Flynn that his grandfather had been executed in the detention center. This news did not cause the expected distress on the patient, rather he seemed to accept the sentence that his grandfather has faced. Previous interrogation with regards to Declan Garner’s experiments deem the patient uninvolved with the illegal activity. The patient has persisted with the idea that he did not know anything about it. We believe that the patient is unlikely to pursue in similar activity on return to District Six.
When questioned on what he is to do when he returns to District Six, the patient stated locking himself away as that is what the Capitol wants, isn’t it? The patient did not lay blame on the deaths of his friends and family who have been reaped on the Capitol. It seems the patient blames himself.
We later questioned the patient on his relationship with Escort Star. The patient has strong opinions on the escort, reused the word ‘hate’ a lot and that he would like to ’practice needle throwing’ on their face.
We concluded the interview by talking about Johnny Scaletta, Quinn Garner and Aurora Emerson. The patient broke down and further accurate analysis could not be obtained.
Do the results suggest that the patient is a rebellion threat? UNCERTAIN
Does the patient require further restrictions? YES
Conclusion to analysis: Currently the patient is unstable. We do not believe that Flynn Garner will be a cause for a rebellion within District Six, most of the blame he carries is on himself. However, his outburst remains a threat to Capitol officials, and we believe the following temporary restrictions will help treat this. We would suggest that the District Six Escort Star be transferred elsewhere, and a ‘stricter and more disciplined’ escort take over the role in District Six.
Restrictions and further plans
- Oral medicine as prescribed by Dr C. Reiss (patient is unlikely to self-administer these so we have added a list of penalties to encourage him).
- Restricted travelling to just District Six and The Capitol unless needed elsewhere by the High Council - until further notice.
- Continue mentoring tributes (we were going to suggest banning him, but this does not seem to be a punishment for Flynn Garner).
- Continued monitoring and psychiatric analysis.
- Further questioning on ’The Profoundling Trials’ on return to District Six after the 93rd Hunger Games.
- Must attend a minimum of 30 events/engagements during any Hunger Games while in The Capitol.
- The patient can be discharged from this facility but must remain in his quarters until the 93rd games conclude.

- Forced administration of intravenous medicines.
- Harm or termination of patient’s family/friends.
- Harm or termination of patient.
