First tribute to speak their full name to another

The FIRST tribute to say their full name out loud to another tribute will experience a small earth tremor and attract a horde of woodland creatures. One squirrel hands them a gilded letter that reads:

“True names, blue thanes,
Whoever you share it with
Shall be the one beholden
Say it again, say it again,
You are, you are beholden!”

Every Games day, the tribute who has been told the true name is able to speak to the other tribute, no matter the distance. This effect can be invoked by saying their full name and is delivered at a volume where the words can only be heard by the receiver.
