Hello HGRPGeans!
With the electoral season in Panem just around the corner, the role of mayors and what they do as the leaders of their districts has been put into the spotlight. In a world as intense as Panem, a mayor's political decisions matter, especially with the Capitol looming over their shoulder.
That's why for the 95th Election Cycle, we're testing a new system to give extra identity to the districts, their mayors' politics, and the voters of Panem!THE MAYORAL POINT SYSTEM
In collaboration between myself, Rave, and the admin team, the mayoral point system is designed to further customize the state of any given district. Here's how it will work:
Through every election cycle, districts will be assigned a certain amount of points based on their tributes' performance over the last five Hunger Games (for this test period, we'll be using the 90th-94th placements.) You can think of this like the food parcels from the books, where the reigning victor's district would be fed for the year. If this test is successful and continues for the future, site-wide events may be provided as additional opportunities for districts to earn points.

These points, or resources "awarded" to a district based on their performance in the Games, can be delegated into certain categories, up to the mayor's discretion. Exact categories may fluctuate between cycles, but here are the ten categories for this one:1. Economy
2. Infrastructure
3. Waste Management
4. Law Enforcement
5. Education
6. Culture
7. Mayoral Reputation
8. District Reputation
9. Capitol Favor
10. Rose Plague // "Current Event"
Mayors will be able to balance their resources however they choose, with 0 stars being no investment and 5 stars being the maximum investment. Mayors will be able to give "half" points as well. A specific description of what each star rating means will come at a later time.
The hope with this mechanic is that the districts will feel more alive. Mayors will have more impact on what their district feels like to live in. Mayors will have a record to defend and their opponents will have a record to oppose. Voters can better visualize what they like and dislike about a candidate's vision and can hopefully make in-character decisions for how their characters vote! Additionally, the knowledge that the tributes' performance affects their district and their family's future can influence their determination to win the Games.
It's worth noting that while some districts have received more funds from their government than others, some differences between the districts remain constant. For example, District Twelve is not instantly wealthier than District One because it puts more resources into the Economy category. Changes are meaningful within districts, but the disparity between the quality of life for your characters in each district will still exist. In the previous example between Twelve and One, Twelve's mayor is actively putting more energy toward trade and their industry, perhaps opening a new mine while One may be more comfortable with their industry's standing.tl;dr

1. Current mayors will distribute their points as if the mechanic was in play for the 90th-94th Games. They'll distribute these points at a later date.
