Item One - Capitol Favor
District Six is a mess. A whole of mess. ”Georgie, please, not right now!” Parson exclaims as he ushers his daughter out of the office. There is a train on its way back to District Six with his best friend and two occupied coffins. Those names in the coffins have caused him all sorts of problems and now the delinquent victor of Six has added another stain onto the District that Parson must scramble to tidy up.
Five years as mayor has been a balancing act. Taking on the role and his home becoming the epicentre of plague. There has been damage, and he admits that to everyone, he is trying his hardest to ensure that damage doesn’t leave permanent scars. Morale is low in the District. The Capitol is breathing down his back. His council has proven useful. One of his victors is an absolute menace. District Six is on its knees. He admits it all. Maybe he is not fit for the role, but he is not going to admit that. Even if the last Mayor was shot to death.
One focus for his next campaign is to mop up this mess. He has spent a lot of hours in his office, stringing together a strategy. Education has been his focus the past five years but now he needs to turn to the District’s culture and reputation. And so, his first task is to write a letter to his Victor Liaison:
Teddy,
I am not even sure why I am writing this as a letter as I will be seeing you soon, but it feels official. There is a lot on my mind right now, with the elections coming up. I am aware the 95th Games was a rough one for our District, it was certain to be after their names were pulled from the bowl. Anyone related to HIM is going to be a disaster for this District. You need to rein that boy in, I have heard rumours from the Capitol with regards to his reaction to Nessa Garner’s death. This really cannot continue, I have been in contact with officials from the Capitol, he will be remaining there for at least a few weeks. Their facilities are much better than ours so I am sure he will come back intervened.
I can trust you Teddy, you’re a brother to me and I know that you can fulfil your role as victor. You’re more of the face of District Six than I am and so is he. It is not just me and the citizens he is dragging down but YOU too. It is why his name at the top of my agenda, the district’s reputation is a fucking mess, and he is to blame! Please help me, I am sure you don’t want him medicated. Is there somewhere we can send him this year? District Ten perhaps? Or I can speak to Annie about a vacation in Four. Anywhere but here while the elections are on!
Anyway, I have a lot to speak to you about on your return. The second matter on my agenda is the District’s culture and morale. Everyone works hard but too hard, there is nowhere to escape the work life and morphling use is on the rise!
