Constance Fear
The District Square was cold, but not even a blizzard could deter the hopeful mayoral candidate. She ascended the steps to the podium that was laced with her election marketing, all manufactured at her factory of course, and while her heels clipped the floor she assessed the crowd. She saw faces she knew, ones she will know, and ones that had no clue who she might be. But, she intended to fix that.
Hours of planning had gone into her speech. Aides had toiled over the details, but in the end it was her decision as to what to say. Her words, her heart, her soul went into it. She meant each one of them, and while she didn't want to discredit the efforts of those who came before, the result is all to clear.
And so she spoke.
My fellow residents in District Three. Thank you for taking your time to attend, whether it be here - in the District square - or via broadcast in classrooms, workspaces, homes. My name is Constance Fear, and it’s truly nice to meet you.
I’m forty-nine, I’m a mum, and I have a husband and two daughters. I went to school just down that road, right there. Later I attended university, helped administer the “Rise” program, and became a lecturer in my own right, earning a place within our already esteemed faculty.
Now... In Diamond Nixton, I follow in the footsteps of a genius, a respected Mayor, she's also a blonde like me. But our hair colour may be our only similarity. While yes, her shining jewel was the "Rise" program... Somewhere, things have slipped. Something caved, and now we citizens have paid a heavy toll. Now, I know this happens from time to time, leaders rise and communities grow, whereas sometimes they dwindle and falter. Under my mayoral leadership, I plan to ascend District Three to the former.
While of course, we must respect the efforts of our dear star, Diamond Nixton. Some stars, it seems, fade. As I say, I’m a mother to two sweet darlings, I know all too well the struggle that’s faced day in day out by everyone before me today. I can see your faces looking up at me, hoping that things will get better, and, I can promise today that they will.
With the initial science fair now coming to an unfortunate end, I plan on reinventing how we interact with our neighbours. These connections will be solidified. Already, we can thank District Eleven for extra food supplies. It doesn’t stop there, though, as if elected - I’ll meet with more mayors, more dignitaries, and together we will formulate a plan to get our District back on the stage among the greats once more.
I know that you feel the hardest of hardships when it comes to unity. But, priorities must be scored out. Under my leadership, unity will only come once our hopes of living fruitfully are secured. How else can we be unified, if we can’t afford a loaf of bread? In the same vein, our education system has always been a priority. This will not falter for a second. Our schools and colleges are the ticket to innovation, and innovation is the way forward in Panem.
What might be required from you all is a can-do attitude. When I was just a little girl, my mum would tell me, “Constance, you must always look on the bright side of life.” I’d laugh at her, of course. I was petulant. But, you have a choice under my leadership. Sure, you can do your job and get by just like before. Though, more fruitfully, you can take responsibility for change just as I am. I’ll lead by example, but only you can establish the change. Things have slipped far more than I thought here in Three, but I’m here now to instill a state of Constance Fear for you all. Through me, we shall ascend.

She descended the steps after taking in a good amount of the reaction. Fate or misfortune may have found her upon the stage today, but it was her that made it a moment of spectacle, for better or worse.
