"I recognize that the route in which I became your mayor is... an unconventional one. The truth is that the Rose Plague is one of this District's- this nation's greatest adversaries. And the tragedies that have befallen us in these past few years have not been easy. For anyone. My colleague, Zelda Gingham and I weren't who you all elected for this position. You were all asked to trust us anyway. And it was under our wing that this District began to truly flourish!
Our numbers in the Games are higher than perhaps ever before- we are ranked highest in tribute placement! If what we are doing is increasing the chances of bringing our kids home to us from the Games, I say five more years of it! The economy is on the rise thanks to the new job opportunities afforded to us by the industry expansion. Infrastructure, better than ever. Education, better than ever. Pollution rates are down, we've finally managed to slow the infection rate of the Rose Plague, and lots of new trade opportunities are on the horizon for us!
This, of course, is all due to you, the people, coming to trust our leadership. And while I regret that my Co-Mayor is not standing on this stage with me during this campaign, I guarantee she is in full support of it. I vow to unphold the same standards for our well-deserving district in this next step we take together as I have been for the past two and a half years. This was the result of only a half-cycle's progress. Let me show you what I am capable of. Let me show you that I am the protector District Five needs. Let me show you there is nothing I am unafraid of facing!
The proof is this: I have here, in my hands, a proposed health and wellness reform which will go into effect the day you all choose to re-elect me, should you choose to. It is my stern belief that if we adhere to the guidelines put forth in its pages, we'll see the case number of rose plague drop by the hundreds. It is my solemn promise that come next term, when I am standing on this stage and addressing you all again, that rose plague won't even be a warranted concern anymore. Vote smart. Vote green.
