District Six Mayor's Plot
Since the 95th elections, Capitol investment in District Six is booming. While Mayor Parson Cham’s election promise was to improve District culture and morale, it seems Capitol favor is taking the lead. But will Capitol meddling, and money improve the quality of life for citizens in District Six or will it make it worse?
That is the question being asked by the workforce of the District. Change is needed, but not from them.
Blessing Fenwick, now the District Six Liaison of the High Council already has a name on a very successful hospital. Soon after taking on the High Council role, Fenwick focused on expanding her hospital in Six and a new building is about to be opened! This new project is a research centre and rehabilitation unit but the medical professionals of Six have questions. Most of the roles within the new building are being taken by Capitol born medics and this expansion is no way easing the burden of the professionals in the current hospital wings who are overworked and underpaid. Is this expansion a front for something more sinister? Rumours of experiments are spreading amongst the staff of Fenwick’s existing hospital.
For years now, there has been talk of unionisation amongst the staff at Fenwick’s Hospital as well as other facilities across the District. This new Capitol project is another nail in Mayor Parson Cham’s promise. A man many thought would cut the Capitol strings is tying more to the District and the citizens have had enough!
An opening/tape-cutting ceremony for the expansion is being held on a normal spring Thursday afternoon. Mayor Cham and High Councillor Fenwick will be hosting the ceremony with speeches. All citizens are welcomed. Peacekeepers will be present.
Is this the time to strike? A protest? It doesn’t matter what it will be called because in the Capitol’s eyes, it is a rebellion
OOC TLDR: So, the District Six Mayor’s plot is a hospital staff strike that escalates into a citizen protest. Citizens have had enough of Capitol control that is no benefit to them. They feel overworked, they’ve made unions and they’ve had enough! The protest will begin at the opening ceremony, picket lines will form outside hospitals across the District and there will be DIRE consequences!
The consequences: SPOILER: but the new expansion is a facility where ghastly experiments will occur! While many protesters/strikers will end up in the detention centre, some will fall into the grasp of Blessing Fenwick’s experiments. You can decide your character’s fate!
The opening ceremony post will be started by me on Friday 15th March there is no deadline to signing up, the event will end by the next games (97th) but any unfinished storylines can continue beyond that. IC over the year, Peacekeeper forces will be heavy across the District. District Nine’s Mayor Shiv (thanks Kaitlin) will be sending more forces to the District to help with the unrest. So, if your character is not directly involved in the strikes/protests, they will notice more Peacekeeper activity.

Rules/Likely FAQs
1. You can enter as many characters as you like (but you can’t take all the union leader roles!)
2. Multiple threads are welcome, as well as flashback threads (union leaders meeting to plan the strikes or characters talking about the building of the new facility etc). The threads can begin before the opening ceremony that will be posted on March 15th.
3. New and existing characters are welcome!
4. Your character does not have to be District Six born, workers on travel permits are welcome but striking may have consequences on their permit!
5. If you have a character idea that is not listed, you are welcome to message me!
