Elicia is pale from living under the smoggy skies of district three all her life. Her veins are visible through her skin, and her fingers twitch a lot. She has dark blonde hair just below her shoulders (she's been meaning to cut it, actually) but in the summer she usually cuts it so it rests above her shoulders, because of the heat. It's pretty dull in the winter, but Elicia thinks it gets a little shinier when the sun is out. She is 5'3-5'4, and sometimes forgets to brush her hair. She's rather lean, which helps her balance and run quickly, but it also doesn't take much to knock her over. She has wide, dark gray eyes and slightly narrowed facial features.

Personality:

Elicia likes to consider herself an innovator, even if the rest of the world likes to consider her an "oddball". Elicia's means of innovation encompass both the inventions that she constructs in her spare time (which is pretty much any time she's not in school or doing work related to it) and her ability to think quickly when in a tight spot--it makes up for her lack of brute strength.

Elicia likes metal--melting it, welding it, making things. She likes wires, too, and bolts...and okay, pretty much anything that makes up anything else. She's obsessed with how things work, taking them apart and them putting them back together again, and then doing it again to see if she missed anything, and then doing it once more just for kicks. She's actually made some things (light generators, food heaters) but they're only worth anything to people from the lower districts who can't afford things like that. But Elicia thinks, maybe if the Capitol gave her material, good material, not scraps, she'd make something truly new and worthwhile.

Slightly oblivious to the world around her, holing herself up in her room, she's introverted, but sociable enough when company comes around--except that it hardly ever does. Elicia knows she's just a novelty to her friends, but it doesn't really bother her. Making some new friends would be nice, though...she'd have someone to talk to while she made her small, simple-function 'bots and lightbulb hats. Yes, that would be nice...

History:

Elicia has cousins in the Capitol, but since her family became estranged from them she has seen neither them nor their aunt and uncle. Her mother Geeta is bitter about her sister abandoning her, and wants Elicia and her sister and brother, June and Ewan, to always stick together, even going so far as to sometimes lock them in a room together after they argue until they make up. Their father Wesley has taught them to just pretend to make up if this happens--he's the indulging parent. He knows Geeta is a little off, but he loves her anyway, and is always kind to Elicia because he worries she might be the same way as her mother. June is slightly resentful because she thinks Wesley might like Elicia better than her.

Comments/Other:

Elicia is good at working with what she has, but it doesn't stop her from sometimes getting into situations where she has nothing. So she keeps a spool of wire and a wrench with her at all times--just in case.
