Richard Solando-Capitol

Richard is shorter than the average person but not short enough to be mistaken for a midget. However he practices good posture and thus walks with his shoulders held straight, making him appear taller than he actually is, if he were to sit in a chair however his height would become immediately noticeable.

Like most Capitol citizens, Richard has no visible blemishes, however unlike most Capitol citizens he has no visible modifications. He has black hair that is almost always combed back and thin red lips that contrast with his olive brown eyes. He usually, but not always wears tinted shades. He is physically frail and quite skinny.

His frail and skinny appearance is both a result of his abhoration of physical exercise and tendency to ignore eating when he is working or studying, something once kept in check by his parents and their servants.

He almost always wears a solid colored shirt, usually black, and brown or black slacks. However this is usually obscured by his white labcoat, which he wears even on after work sometimes, which comes down from his neck to his black or brown dress shoes.

Richard says that he cares about his career and about Panem. He appears to be patriotic to the extreme and often states that he would serve and die for the Capitol if his physically weak body allowed him to, at least that's what Richard says to anyone who asks why he didn't follow in his father's footsteps and become a Peacekeeper.


A coworker once commented that Richard "Cares about three things and three things only, his country, his work and himself." In reality Richard only cares about the last two things, despite his upbringing he could care less about Panema.

In public however, he doesn't show this. He attends parties, talks if he must, and generally appears to be a loyal citizen. At work and at home though, it's a different matter.

An antisocial person, he avoids communication as much as possible and when communicating to those he thinks do not matter, such as coworkers, he is cold, upfront, impolite, rude, and sometimes downright nasty.

Richard has a soft spot for Avoxes due to practically being raised by them and tends to treat them with more respect and dignity than his fellow scientists and people in general. He is also paranoid and, despite it being against the law, carries a pistol with him at all times, hidden somewhere in whatever he is wearing.

Likewise, his rude attitude and general disdain to those he can't use or has no use for has earned Richard many enemies both in the Capitol bureaucracy and in general which has in more than an average amount of threats, probably the source of Richard's paranoia.

Born to a high ranking peacekeeper and a Capitol socialite, both since long dead, Richard was often left at home alone with the family Avoxes due to his father being gone on long trips to enforce "peace" in the districts and his mother's constant partying. He was home schooled and grew up in relative isolation from society, perhaps explaining why, as a coworker put it, "He's so goddam* cold all the time."

While his childhood may have deprived him of social interaction with his parents
it gave him plenty of free time, free time which he used to study everything he could get his hands on. Eventually, at the age of 13, Richard decide he wanted to be a scientist, a scientist specializing in the manipulation of the human body in particular.

Thus at the age of 24, Richard graduated from the Capitol Academy of Science with a masters degree in Manipulation and assigned a job in the Office of Science, Bodily and Genetic Manipulation division. Since that time Richard has risen through the ranks and without a wife or child holding him back, achieved the rank of Master Manipulator, the head of the Bodily and Genetic Manipulation division of the Office of Science.

Richard has two focuses in life, as stated previously, himself and his career, even though he pretends to be a loyal citizen of Panem he would not weep if he woke up to see the Capitol burned to the ground one day, providing his office was still intact. Thus his life is not as exciting as others.

He is responsible for the majority of advances made in genetic and body modification technology in the last 30 years and thus has made many "friends" in the Capitol, all of which he does not care for and does not see as friends, though he wouldn't let those he needs or are useful to him know that.
