First thing about Garrett is he's a little short for his age. He stands at 5' 2" and likely will not be growing anymore. His hair is dirty blonde, or a particularly light brown depending on what your preference is to call it. It's of a medium-short length and always well-coiffed, never a stray strand or cowlick if Garrett can help it. Garrett's skin is pale from lack of sunlight. As a citizen of District 1, he's had no real need to spend time outside. That's not to say he's out of shape. For the last four years, Garrett has been in training for the Hunger Games, something that was more or less forced upon him by his mother. His body's small stature however seemed unable to take on much muscle mass, and he still doesn't seem very capable for battle in the Games.
If anything though, his hands seem capable. When he's not at the training for the Games, he learns the family business from his father- Watchmaking. Practicing this art has made it so that Garrett can do very precise work with his hands, making him particularly skilled at small weaponry like daggers in his training. Because of this, as well as for protection, Garrett carries around two daggers on his belt in case of emergencies.
As a member of the First District, Garrett can afford to dress well. He favors blazers and coats, and is rarely seen without a brown fedora placed carefully on top of his head. His eyes are naturally a slate grey, and deceptively calm and quiet for his personality, making it easy for him to mislead people.
Personality:
Garrett likes to play tricks. As much as he would love to remain at home and learn Watchmaking, he often spends time gallivanting around the District, gambling with the gullible or leading the innocent astray. He is almost unbelievably wily for his Fourteen years and can trick almost anyone, except his father. If there was one person who could always see through a delicate ruse or inconspicuous plot, it was Mr. Ashworth. Apparently, Garrett's tools of the trade were an inherited talent.
As for friends, Garrett finds it easier to make friends with simpler people. People who more easily follow him. In a district of trained leaders, these kids can be hard to find, so he also takes pleasure befriending other tricksters around town. Unfortunately, his reputation has made him a target of the Peacekeepers, and he has to make a big effort to seem unassuming whenever they're watching.
History:
We'll start with the Ashworth Family. As mentioned above, Mr. Ashworth is a Watchmaker, head of a family business that made some of the best timepieces for the capitol for generations. As the eldest boy in the Ashworth Family, Garrett is expected to take his father's place someday, assuming he's not reaped as his mother expects. His parents pull him in different directions. On the one hand, his father wants Garrett to have no part in the Games, to stay at home and learn the business- Which Garrett would be all too happy to do. The Ashworth family doesn't lack wealth, so he sees no need for participating in the Games. Mrs. Ashworth, however, is the daughter of an early victor, and her family expects Garrett to train for the Games as a Career, and volunteer for the position as District 1's male tribute.
Ultimately it's Garrett's say, so unless he's reaped he won't be heading into the arena any time soon. Even then, he would likely do a shameful thing- Give up the position to a Volunteer, which his mother would never forgive. If it's not clear already, Garrett's relationship with his mother is strained at best, prefering to spend time with his father. Garrett also has an Older sister who is Eighteen, in her last year of possible reaping. Below him are twin younger brothers, age twelve, both in their first year. Since Garrett is the son chosen to take over the business, his younger brothers have been in training since they were eight, and are both prepared to volunteer for the Games as soon as they feel they're ready.
Should the day come when either of his brothers are reaped though... That and that alone could get Garrett to volunteer for the District One position. His brother's are too young in Garrett's eyes to decide for themselves as to whether or not they're ready. That combined with Garrett's desire to keep his younger siblings safe means until Garrett is no longer eligible for the Games, he does't want his brothers participating in it if he can help it.
Last of all, if a fight with his mother gets out of control, Garrett runs. He flees to the forest outside of the District borders for hours, returning only when he knows he's been gone long enough for his mother to calm down... Or long enough for his father to intercede and talk his mother down.
As for a... Romantic history, Garrett's had a few run-ins with teen love. He's had three relationships, one with a girl and two with boys. None of these relationships lasted very long, but it helped Garrett to come to the conclusion that in the end, he prefers boys over girls. Should the right girl come along, one that strikes Garrett so suddenly and powerfully that he cannot help but love her, he wouldn't fight it. But (for the most part) Garrett is gay.
