Appearance:

Leonard, or Leo as he insists to be called, is 5 foot 8 inch's and skinny as a scarecrow. With dark blue eye's that don't fit with his bright, medium length, white-blond hair, which is accompanied by his white like pale skin and his bushy eye brow's that at first glance make's a uni brow but isn't one, he might as well be one. His hair is always a mess, due to his hatred of Shampoo, yet it usually manages cover his fore head, ears, and most of his neck.

The bottom of his hand's are perfect, but the top are covered in hundred's of tiny scar's. He received them from training with knives. Other then that, he has only a couple other scar's. One is a tiny short scar that is hidden in his hairline, that he received from a nasty sword fight. The same fight got him the scar that run's along from his left shoulder to his belly button on his chest. He also has short fingernail's which he pick's when he's bored.

He is always clean cut though, which is a lot more then he can say about the rugged hunter's of district 9, and can almost always be seen wearing a long sleeve shirt, usually blue or orange, with pant's long enough that the end's always drag across the floor, always in the color of black if it's not jean's. To put the final touch to his appearance, he always wear sandal's and will never wear sock's unless he is somehow forced to, such as having to attend a classy meeting or on the verge of dieing from hypothermia. His toe nail's are unusually trimmed perfectly, and Leo actually take's great care to pluck every hair off his feet. His final feature of notice is a small little smile he always wear's, which people say that it look's like other people when they're either going to give you a present, or they're about to stab you in the back.

Personality:

Leo is more then likely the bastard son of Thomas Hobbs and Niccolo Machiavelli, because he agrees with both completely. He thinks all human's are sinful creature's and scum, and that the Capitol is the best thing to happen to the nation. The only three people he admires are his Father, a model Peace Keeper, his little sister, Sylvia, and the President himself. He hate's everyone else but he'll never tell you that.

Due to this, he has as little interaction with people as he can. He would probably be diagnosed with Anti Social Personality Disorder, or Sociopath, if it wasn't for the fact that it wasn't 'possible' to be found in kids. Most people write him off as shy, but this is due to his own choosing. If he wanted to, he could make a friend of anyone he saw, but seeing no asset's in friend's, he avoids them, hopping they all kill each other off. If he need's something though, he is more then willing to work if other people if it's the best way to succeed. He'll have no regret's leaving them in the dirt though when he's done.

Unlike a scarecrow though, Leo is extremely intelligent, and equally patient and calm. He like's being so most day's, but it also has two con's. The first is that it leave's him bored most day's, easily solving any problem he get's. The second is that he is still trying to develop common sense. If something is so obvious a caveman could do it, it give's him trouble because he over thinks it. Also, due to his lack of social interaction, he has developed some... quirk's. He fight's with knives and sword's backhanded. He trained and learned Taekwondo solely so that he could fight more with his feet. He sits with both leg's cross, even on couch's. He will analyze and dissect people at random whom he has conversation's with. He does not like people being close to him however, and if there is room, will shove people away if they don't move themselves after he asks them to. He doesn't even know where he got this from though.

He spends most of his time reading, mostly non fiction, historical fiction, science fiction, and any famous work from Alice's Adventure's in Wonderland to The Art Of War. If he is disturbed while reading, he will immediately become angry and is more then willing to shut up whoever is bothering him. Actually, if anyone is bothering him no matter what they've done, he is more then willing to make them go away, preferring force. If he he's not reading, he's training to be a Peace Keeper like his father, playing and teaching his sister, or practicing Taekwondo. He is not a hunter, although if he is extremely bored, he can easily kill a few game animal's for whatever reason. His preferred weapon is a sword or knife. Mostly a knife since he's accurate at throwing them.

History:

Leo's family is small, consisting of their father, himself, and his little sister. But even though his father is a peacekeeper, the family isn't rich. It's not necessarily poor compared to other people though, so Leo is grateful for that. What he's not grateful for though, is always stuck being second. When they whisked away a kid from the district, based on highest test scores, to train as a peacemaker, he took second and watched the ungrateful brat get his dream. When ever he fight's in a tournament, be it hunting, school, or any other kind, 9 out of 10 times someone else manages to get lucky and leave him second. He even noticed a trend in which his wants come second to his sister. Whether it be a lottery or contest, the number called out is always 1 more or less then his. This has caused him to have a near obsession over the number 2.

His sister was born when he was four, and he has watched her since. Now a hunter herself, he doesn't take care of her much, but back when she was tinier, he was to be feared if you had a bone to pick with her. She is also the cause of the only time he had gotten in trouble with peacekeeper's. When she was eight, she has a bully who kept torturing her. Her father tried everything he could, which resulted in nothing. He got his friend's to try, which did even less. Leo threatened to hurt the bully, but his sister insisted it was her fight and she wouldn't be strong unless she handled it. That kept him at bay until a 'accident' got her hand broken after the bully 'accidentally' slammed a locker door on it. Leo immediately found the kid's address and hiked to his house. It was a easy fight, mostly because the kid answered the door and Leo threw him to the curb and curb stomped him. He would be a Avox right now if his dad wasn't a peacekeeper AND the bully somehow not only lived, but escaped with no permanent injuries. He did serve several month's in a detentional facility for it though.

He love's his sister and would do anything for her, if only for the reason that his mother died giving birth to her. It's because of his sister though that he gained his obsession over mints, after his sister told him his breath smelt one day. He can constantly be seen eating them and some people suspect that's all he ever eats. One person even asked him if he did. That person received a nearly broken leg.

His love for peacekeeper's stem's mainly from two reasons'. The first was his father was one and practically feed's Capital propaganda to his children everyday for every meal. His daughter doesn't buy it, but his son does. The second reason was when he was six, robber broke into the family 's house and stole everything. Literally everything. That year he nearly starved to death as his parent's worked to regain everything they owned. They would accomplish this when he was nine, where after three year's, the thief was finally caught. Swift Peace Keep justice not only got his stuff back, and would have caused the thief to be a Avox, but he died in a 'accident' where his neck somehow broke. He suspect's it was really his father's doing. The father never confirmed it, but he might as well because he knows details about the death that no one should have known. Leo believes this is where he got the idea for brutal Vigilante justice like this is not only good, but should be done.

He support's the hunger game's, and watch's them every year but only to support the capital. He doesn't care who win's and who die's. He would not willingly volunteer for the game's though, but if he was chosen, he would gladly eliminate anyone in his way.
