Things that go boom?

I think this is the right place for this...
I'm working on new character and I'm trying to figure out how much trouble she could "realistically" get away with. She'll be from District 3.
-Would citizens be allowed to own, use, or make fireworks?
-Could demolition (the destruction of condemned buildings, etc) be done by district workers or would it be under strict Capitol control?
-She makes somewhat silly looking guns that don't work (like this: clickclick). They are basically toys — instead of firing bullets, they spit out those tiny flags with "bang" written on them. How discreet would she need to be with them? Would even blatantly fake guns get her in trouble with peacekeepers or could she get away with occasionally being ornery/joking around with them?
She's not stupid (although she does have a bit of a mouth on her) or even particularly anti-government (she just enjoys things that go BOOM), so it's not as if she's going to go around attacking people. I'm just trying to sort out exactly how secretive she needs to be or if she could even partially legitimize things via work.
