Construction Rules (Lilly, Nil, & Naoki)

It seemed, in the past few months, Ki had been doing a lot more traveling than usual. Generally, his work was in and around the Capitol. Stealing from the richer folks to help support his "family", and doing some other things that weren't exactly moral either...But hell, that was how he and his family survived.
Today though, he and his older brother Naoki had stowed away on a train, to the lower districts. Their stop was District 7, the construction district. Normally they had no reason to be there, and it had been maybe a year or two since they'd come to this part of Panem. But as their make-shift home back near the Capitol was in desperate need of repair, Ki, Naoki, and their friends had all decided that it was time to take out some of their savings to purchase the construction tools they would need to fix up their home. Ki and Naoki had been nominated to go to District 7, which Ki didn't mind at all. Having just gone all the way to District 11 not too long ago to visit his mother's grave and having enjoyed the lulling train ride there, he sure as heck didn't mind another one. Plus, Yuki and Katsuo would apparently have everything at home covered just fine while he and his brother were away. They'd be alright.
Yuki had recommended Ki and Naoki go to the shop of an older man, somewhere on the outskirts of the District. Apparently, the last time someone had come to this district, it had been Yuki. And the shopkeeper he had gone to for materials had been extremely kind. So, with the address of the shopkeeper in hand, Ki and his brother had gotten on the train bound for the lower Districts. It felt that, fairly quickly, he and Naoki had reached their destination. They'd both snuck off the train, got off the train tracks, and rushed into the city area of District 7.
This place was notably poorer than the Capitol. Not as poor as the District that had once been their home, but poor indeed. And that was why, unlike in normal circumstances, Ki and Naoki were actually willing to pay for whatever construction materials they picked up here. They knew that if they bought such things from the Capitol, none of the money would actually make it's way back to this District. No...better to buy it here and give the money to the people who deserved it. Who actually needed it.
Hovering around on a fairly empty street, Ki looked at his brother, then looked around. His hands were in his pockets, one hand wrapped tightly around the money taken from their savings. "Man, this place looks dead," he said, biting his lip. He turned to Naoki again, not wanting to be the one to get them lost if that were to happen. "Which way do you th--"
Suddenly, he felt a powerful force ram into him from the side, body-slamming him to the ground. The action had been completely unexpected.
He groaned loudly, felt a somewhat heavy person on top of him, and pushed the person off. "The hell!" he shouted angrily, using his now scraped elbows to prop himself into a sitting position. He looked at the person beside him on the ground to see who had rammed into him.
