An Inappropriate Attraction [Kira, Ki, & Open?]

OOC: In advance, sorry if I didn't give you guys much to work with! My character is simply star-struck! (And I'm writing this all at 5:30 AM.... )

Once again, Naoki and his brother Ki were on a job. There had been times in the past when they'd come to the Capitol, just for the hell of it, when they were feeling particularly bold--considering getting caught there could mean bad things for them--but today was just another "theft" day. Naoki had already nabbed a few things, one being a gift for Katsuo, whose birthday was coming up soon, and he was sure his brother had, as well.
It never felt wrong, stealing from the people living in the Capitol. And when it did, Naoki tried to tell himself that he and Ki were just playing the Robin Hood role. Taking things from jerks who didn't need it and sharing the wealth. In fact, if he had the time, money, and general capabilities, Naoki would have liked nothing more than to donate all the things he and his "family" gained to the lower Districts.
It was rather cool out today, though the sun was shining up high in the sky, directly over them, casting enough warmth down to keep the day from feeling like the autumn that was approaching. Naoki and his brother were currently taking a break from their work, trying to enjoy the area a little. Something that was typically easier said than done, because despite Naoki's admitted intrigue in all the fancy clothing and things in the Capitol, there were a lot of *ssholes around to make sure a perfectly decent day remained only that: decent. He'd already run into a few people who'd found some need to tell him and his brother off for "walking into them", when one of which seemed to have purposely moved in their path when she saw them coming.
As they were passing by a hair specialist shop, Naoki took immediate note of the wig display outside. He couldn't deny that he had a fascination with hair styles. When he had the money or chance to steal hair supplies, he liked to fiddle with his own hair and see what he could come up with. He always found his natural hair pretty boring.
Naoki grabbed a particularly ugly, prim-looking wig and pulled it over his head, putting on the goofiest face he could manage.
"Oh ho ho! Look at me! I'm God's gift to mankind! I'm a Capitolizer! Capital C, Capital me, ho ho ho." Naoki was laughing at his own dumb joke about, well...about the people all around him, when he saw her.
The wig fell from Naoki's hands. And if it was possible for a guy's jaw to hit the ground, he was sure his would have.
The most beautiful girl he had ever seen was coming Ki and his way. That was saying a lot, calling the approaching girl "the most beautiful he'd ever seen." Naoki had run into a lot of girls in his life, from all over the current world, not just the Capitol, many of them very pretty indeed, but there was something about this particular girl that just seemed to make his heart stop.
"Ki...." Naoki didn't take his eyes off her. "I think I actually found God's gift to mankind...."
