Site-wide plot?

Armed with the knowledge that Panem is located in North America (with quite a few, if not all of the districts being located in what were once United States borders), I thought it would be a fun idea to have history repeat itself a bit. With Panem's government being oppressive as it is and the Capitol's citizens being as eccentric and fun-loving as they are, I thought,"wouldn't it be fun if the government tried to bring back Prohibition?"
I'm a bit skeptical of it myself, but it can work wonders if it's done right: Peacekeepers could get quite a bit of mileage out of it, smuggling alcohol could become a new favored profession among Capitolite characters (which I'm sure we'd see a few more of), and the concept of a speakeasy just seemslike it'd fit right in with Panem~!
A prohibition plot wouldn't hinder anyone else's roleplaying, either. We have plenty of characters who enjoy a few drinks (sometimes more)- they'd still scarcely be affected unless they openly drank in front of Peacekeeper characters (or those that'd be likely to report back to such). The only thing we'd need past that is an in-character reason, which the Capitolites could make as simple as a dearth in productivity through excessive drinking (which definitely wouldn't be a stretch).
This plot could provide muse for characters that haven't been touched in a while who might have a strong opinion on the concept, and muse for new characters altogether. Drawing from the concept of history repeating itself, it's also extremely simple to dispose of if we find it's gone stale: Repeal after a few Hunger Games.
