Idea for New Area of Characters

So, I had an idea, but I'm not sure how good it is, so I thought I would put it out for public opinion. Like it says above, it's for a new area of characters.
Actual Idea: A large camp, or a few camps, of a more tribal-like system group of humans. Not officially part of Panem, but on the land it inhabits. They live in the woods, away from the districts. Not run-across, not noticed, but still there. Maybe some would travel to the districts, but be considered insane, people not believing that people could possibly survive? (Just a way to work in possible interaction between these and other characters from the other areas.)
Reasoning for Possibility of the Existence of such People: If the world went through an apocalyptic experience, then some people, a few small groups, probably would have found a way to survive without technology. Not unlikely in-fact. A couple of towns with a large population of physically apt people would have lived on, shrinking in size, having lost all technology, but would be able to build some basic shelters and gather enough food to survive.
As years passed, only the strong would survive, the weak just wouldn't be able to care for themselves. With no technology, people would probably consider strength and survival skills more wanted than brains. After hundreds, maybe even thousands of years, (I don't know the exact time-line) these people would slowly evolve in culture and appearance, becoming larger, stronger, and faster. They would also grow more violent, and would probably become more what we consider to be tribal in structure.
I know the reasoning isn't perfect, far from, but I thought it was a cool idea, and wanted to share it.
