Tempest Embre district 12

Tempeste has long, wavy black hair that she sometimes lets fall forward to hide her expression. Her eyes are dark gray with long lashes. She is tall and slim with long limbs. Her skin is very pale. She stands straight with her head high and defiant.

She has slender lips. Her chin is pointed. She is bony, something common in the seam. her hair is always down, and she tucks a potion of it behind ear, letting the rest of her hair come forward over it. Her nose is small and rounded.

Tempest wears a dark green shirt and light brown pants that are becoming threadbare, and have obviously been patched up multiple times. She has dark brown boots that she can easily run in. She doesn't really think about her appearance, having more important things to worry about and considering it trivial. However, she is pretty.

Tempest is brave and selfless. She would do anything for her brother. She is very impulsive, which alternately is a gift and a curse. She is intelligent and strong-willed. She is defiant of anyone who denies her freedom.

She is sarcastic and witty. She is always alert to her surroundings and is fast to react. She can be over-confident to the point of arrogance. She is too stubborn and doesn't like to be wrong. She acts fearless but is afraid that the Capitol will take her brother too, and of the unknown fate of their parents.

She is independent and dislikes help from others. Since Scorch's family took her in, she collects teserae for them every year, and fixes their clothing with the stitching her mother taught her. She is a natural leader; able to put aside her own feelings and decide on the course of action that saves the most lives. She is impatient and intimidating, one of the reasons she doesn't have many friends ( coupled with the fact her parents were abducted for hating the Capitol aloud.) She will never back down from a fight. She is proud. She is distrustful of everyone but Scorch, his family, bracken, and her friends at the Hob.

Tempest is easily angered and comes to the defense of anyone she feels is being mistreated, often at her expense. She isn't very strong, but can kick and punch hard enough from running all the time and her determination. She is angry and upset at the Capitol for taking her parents. once she was whipped for saying exactly what she thought of them.

Tempest's parents used to talk about the Capitol freely. Her father worked in the mines, and was accused of trying to gather support to rebel against them. Her mother took care of Tempest and her brother Bracken. Eventually the peacekeepers attacked and captured both of Tempest's parents. She was only eight when it happened and Bracken was four.

Her friend Scorch and his parents welcomed the Embre's into their home and essentially raised them. Tempest and Scorch have been inseparable since then, though Scorch is two years older and a boy. They are expected to marry someday by everyone, but people are careful not to mention this in front of them. Her brother is thoughtful and considerate, hates conflict, and loves Tempest and the rest of his adopted family. Tempest lives in the Seam and helps trade Scorch's mother's plants and spices at the hob.

Once she was whipped for saying exactly what she thought of the Capitol. The head peacekeeper did it, but the others felt bad for her and Bracken, (whom Scorch had to hold back as tempest screamed) so she was only hit about five times. Later Bracken made her promise to keep quiet, because he couldn't stand her being hurt. Scorch admired her courage at saying what everyone else was thinking, and said so. Scorch promised to himself to volunteer for Bracken if his name was ever reaped, and Tempest vowed to go in scorch's sisters, Dawne and Briar's.
