Rya Wynn - District Four

She's a shortish blonde with bright blue eyes. Her eyes will sometimes turn to a silvery white when she's focused in on something, but her hair differs in colors. It changes in the light... when she's spent a long time in the sun it turns to a bleached blonde... when she hasn't it's dirty blonde, and if she hasn't seen the light in a long time... it turns to a redish blonde. She's skinny because she's not able to eat much, but she is able to get a good amount of food.

Rya is a very troublesome girl. The only reason the peace keepers haven't gotten to her is because her older brother Riley has been keeping her out of trouble. She's never been able to keep herself from doing whatever pops into her mind first... it's always been that way... and it might always be that way. She's restless and she's always ready to jump into action if she needs it. Rya hates it when people try to hold her back, or keep her from accomplishing her goals... it was always the worst thing for her. And she can hardly stand being in small spaces, or being stuck or caught in something.
Goals: To live to see the day that the districts become more powerful. Take her revenge on the peace keepers for hurting her brother when he tried to protect her when she was little.

Rya is the youngest in her family. She has an older brother that has to look after her no matter what... it's like if he takes his eyes off her for more than five minutes she's found a way to tick off a good amount of people. But her older brother Riley would do anything for Rya... she's the important thing in his life that he has to preserve. Riley is seventeen, he does have a fishing job, but he tries to make sure he stays close to shore to get back home before the end of the night.

Rya is only thirteen... but ever since she was little... she's been addicted to the water. Always sneaking off to go swim for a little while. Catching fish with her hands, and throwing globs of wet sand at the other kids that would walk by as she swam. She would always laugh when they sent sharp looks at her.

When Rya was ten she'd angered the peace keepers by throwing large strings of sea weed on them when they tried to hurt some little kid who'd been caught stealing something from a shop. The peace keepers had chased her all the way back to her house when Riley saw them chasing after Rya. He'd jumped right in front of his sister and took the punishment for what she'd done. But with the peace keepers still being furious with Rya... they made her watch as they punished Riley. Scaring her cold to hear her brother scream in pain.

After that... she's sworn that she'd get her revenge on the peace keepers in which ever way that she could. If it was by doing it by herself... or by having someone else do it.... it would happen.

Other than that... around District Four, she was known as the girl with quick hands. She could catch almost any fish that wasn't bigger than her with her hands, hold onto it while it squirmed, and then manage to throw it out onto the beach or the dock for Riley to pick up and sell at the market.

I can't really see the words in the rules that well... and I could only copy and paste it to a different document to make the words larger so I could read it... so I couldn't exactly get the code because I couldn't see it.
