District Capitol - Avox
Standing at five feet eleven inches, Hawkeye isn't tall, but he isn't short, either. His skin is such a color that he looks tanned year-round, but it's entirely natural. The black hair on his head is kept trimmed short, but still long enough to run your fingers through it. Chocolate-brown eyes peer out from underneath faint eyebrows with the blank expression he wears after becoming an Avox. The broad triangle of his nose sits directly in the middle of his rectangle-shaped face, stopping above a stubbly mustache. His mouth is wide, with pink lips and teeth that are not entirely straight.
Once you get past his face, you notice Hawkeye's body. Everything about it is broad. Wide shoulders, wide chest, wide thighs, even wide feet. His muscular stance gives him an intimidating look that makes up for his lack of a height over six feet. However, if you just happened to glance at Hawkeye, you wouldn't be able to tell. He tends to slouch in such a manner that makes him look like a short fat guy. This has to do with the fact that since he has been tortured so much as an Avox, he often doesn't have the strength to stand up to his full height.
Working as an Avox in the Capitol, Hawkeye dresses in a simple uniform. It consists of a long-sleeved loose white shirt with a black dress jacket and pants, completed with shiny black boots that are slightly too small for him. He never complains about it, and it's not just because he can't talk about them either. He doesn't want to trouble his owners.
One thing that a lot of people notice about Hawkeye is that he never holds grudges. He sees no point in them. If someone does something wrong to him, he forgives them right away and thinks nothing of it. It doesn't matter how bad whatever they did was. It happened, and that's that. He feels that if everyone thought this way, the world would be a much better place. Sometimes, though, it's this attitude that gets Hawkeye in trouble. When he was a kid, other children would do terrible things to him, knowing that he wouldn't get angry. It's even worse now that he's an Avox. The people know he won't get angry, and they won't get in trouble because he's just an Avox.
Along with being forgiving, Hawkeye is one of the friendliest people you'll ever meet. He doesn't give a batshit about who you are; he'll come up and greet you to the best of his ability, normally with a wave. He likes to get to know people, to see what they're like. The only exception to this is when he is working. It would be socially inappropriate for him to start signing to the person he was working for, and he would get severely punished.
Hawkeye prefers his life to be as simple as possible. It's not that he can't handle complex things; he just prefers his life to be basic and structured. This has become even easier now that he is an Avox. Before, when he was living in District Four, one minor incident could change his whole schedule for the day. But now he always has a specific thing to do at a specific time, and if he doesn't do those things then he's in trouble. That's never happened to him before, though. When he has a schedule, he follows it.
Hawkeye was born in the seafood-bearing District Four during the year of the 34th Hunger Games. He was a fullblooded Saulteaux Indian, although the race was no longer considered separate from the rest of Panem and he was just an ordinary citizen of District Four. His parents were Falconwing and Lilybird Eagle Flight, and they named their first (and only) child after Falconwing's grandfather. Lilybird had been a victor of the 27th Hunger Games when she was 18, so thus her family lived in the lap of luxury. They had tried many times in the past to have children and had almost given up hope when Lilybird became pregnant with Hawkeye.
Even though his family was rich, Hawkeye worked as a fisherman starting when he was sixteen. It was a simple life and it took hard work, but he enjoyed it. When he was eighteen, he moved out of the mansion he shared with his parents, saying that he "couldn't stand being spoiled like that." His parents were upset, but they respected their son's decision. So Hawkeye left and found his own home to live, where he made out a meager living as a fisherman on the docks.
It didn't take long for Hawkeye to get noticed by the local girls. Young son of a victor, fairly attractive, living on his own - all the women were looking at him. But Hawkeye had is eyes on one of the few that paid no attention to him - Rinnia, the daughter of a Peacekeeper. He unsuccessfully asked her to date several times, and eventually gave up. But by then everyone knew that he was in love with Rinnia. One person decided to use that to her own advantage. Arina Lakeview had held a personal grudge against Rinnia's father for many years, ever since he had arrested her husband. When the word got out about Hawkeye and Rinnia, Arina figured it would be easy enough to murder the Peacekeeper and peg it on Hawkeye.
That's exactly what she did. When Rinnia's father ended up dead with the only substantial evidence pointing to Hawkeye, he was arrested without question. Before Hawkeye could argue his innocence, he was taken to the Capitol and Avoxed. There he's been for the past four years, living out his young life in misery but never being able to do anything about it. Sometimes he thinks about who the real murderer of Rinnia's father could've possibly been, but he never once has thought about revenge.
