Head:
Her head is tall and triangular in basic shape. Eyes would be described as a deep brown by most. Her hair is long, wavy, blond, and with on some occasions, brown highlights. Her eyebrows are usually raised in skepticism of whatever is being told her. Her hair is usually let long, but in rare times of focusing on a task, she'll put it up.
Clothing Choices:
At school she will generally where a skirt of some description and a t-shirt. When walking around the district, the skirt will either be shortened or traded for a pair of pants. On fancier occasions she will wear a dress without a fuss, but she prefers more freedom of movement. She doesn't wear skimpy clothing often, and even then it's not meant to make people feel awkward or yearning, just what she feels like wearing. Her choice of jewelry is usually one of her many necklaces. She collects them, they get in the way of her time with family.
Overall Physique:
Well... I guess she's rather fit. She comes in the top ten in her class for the gymnastics and dancing units. She does very well in the short distance sprints as well. Her legs are abnormally long, she always complains about it to me. I guess she gets teased at school. They don't seem bad to me though. I guess they are a bit long, especially compared to her slightly short arms, but she is worrying less about her arms, for no good reason at all. She is rather light at 115, but at least she's not obsessing over weight like some other girls her age. Her skin is a white, a little tan. Her height is 5'5", but it's clear that she will continue to grow.

Personality of Applicant
This particular girl is very confident in herself. Maybe too confident. She will make cutting remarks at little mistakes and prone to be cruel over the smallest antagonistic action towards her. She will be nice at first to a stranger, but quickly she will spiral back into her normal habits. These habits include acting superior and generally ignoring. When perceiving a need, she can prove herself to be a nice young girl though.
At school, the girl's grades are fine. She is clever, and can think quickly in a difficult situation. It seems though that she spends most of her wits inventing cutting remarks, instead of learning lessons. If she did all her work, she would be an above average student. She uses the insults mentioned earlier on people she feels no need to have a good relation with. These include less popular students, shopkeepers she doesn't buy from, and, specifically, the personality testers for the Career Training. This isn't all the victims, but the more specific groups that can be identified.
With her friends, Ms. Howards is much kinder, and when observed, seems to have much fun joking around, playing little games, and shopping. All her friends like her, though they all have had jokes made at their expense. She has made up for this, but it is debated whether she actually considers many youths she is found with, her 'friends' as such. She may consider them people to take away the tedium of boredom, but a few have been clearly marked as her real friends.

Blitz's parents are what could be expected. Her father was a Career when he was in his teens, trying to get into the Hunger Games. Her mother wasn't a Career, but taught from a young age how to carve and appraise gems for her parent's store. Her parents have now inherited the store. The store was inherited from the mother's father, who won one of the very early Hunger Games, also one of the very first Careers.
Ms. Howards's parents met at the Reaping, when they were young, and it was love at first sight. After the father turned 19, too old for the Hunger Games, he learned the trade of gems, learning and eventually inheriting the mother's store through marriage.
After a very short time Blitz was born, given her first name from her father and middle from her mother. (Her last name was from her father's side.) She was to be the eldest of three, two younger brothers being born seven years later. (Her parents were only 25 and 23 when Blitz was born.) Growing up under two very rich parents, who ran a very successful business, Blitz had no needs, and very few wants, that weren't granted to her.
Blitz was five when a burglar broke into the store, soon after closing, and saw her father fend off the burglar, (who had a knife,) empty handed, seriously injuring him before the ruckus brought Peacekeepers who brought the now injured man to prison. Amazed at her father's power, Blitz had asked when he had gotten so strong. That was when she saw her first full Hunger Games. She was amazed at the strength and skill of the Careers, one of which was her Grandfather, who had passed on a couple years after she was born. From that point on, she decided she would try to harness that same power.
Her father began to train her in basic hand-to-hand fighting starting then. She began to become fast, trained to think fast, doing well in areas of school she hadn't given a second thought, until she was told by her father they could help her training. So she began to start trying in these areas.
At age nine, one of the school bullies tried to beat her up. He was very surprised when she sent him home with broken bones. Everyone at school began to respect her, saying that when she got old enough, she should begin training.
At age ten she takes the tests to become a Career.

Trainee's history after acceptation to training.
She mostly trained and messed around with friends until she was fourteen, when one of the older Careers tried to rape her. This helped her open her eyes to the world away from friends and training. She had never fought with someone her strength before. After a long struggle, she finally managed to get to the weapons room and bring out a knife on him, seriously injuring the boy. She was put on probation, waiting for the Peacekeepers to determine whether she was at fault. (Since it wasn't a formal combat with witnesses, they couldn't just say it was training and let it slide.) Eventually they decided she was telling the truth about the attempted rape, helped with bribes from Blitz's parents all along the way. Even so, her record in the Justice Building still has her marked as a possible criminal.
At age fifteen, she tried to convince her parents to let her join one of the gangs. They reminded her the Peacekeepers had already had trouble with her, so might just slap her in irons for a bit if the gang did any sort of illegal activity. (Which was very common in District 1) Finally she decided not to, but she has been more rude and insulting since, at least to those she is rude and insulting to. She is still nice to some people though.
